This is an emergency ordinance rendered `necessary for the preservation of the public peace, health and safety. COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1: The use of the parking lot adjoining the Public Safety Building, and facing on Robert Street between Tenth and Eleventh Streets, shall be restricted to persons employed in said Public Safety Building, provided -that said persons comply with the following: a. All employee vehicles shall be registered with the Traffic and Accident Division, Saint Paul Police Department, and each employee shall secure a parking permit from said Division, upon the payment of an annual fee of $1.00 for each vehicle. b. Each parking permit so - issued shall be evidenced by a numbered, non - transferable identification decal which shall be displayed in the rear window of every vehicle using said parking'lot. C. The use of said parking lot on weekdays between the hours of 8 A.M. and 5 P.M. shall be restricted to employees on duty during -said, hours_; - however, .-no - employee= shall have- more more than one- registered vehicle in.said lot during said hours. d. ­Na person -shall stop,--stand or, park any.vehicle .in that portion of the parking lot designated as the "Squad Lineup" between the hours of 6 A.M. and 8 A.M., 2 P.M. and 4 P.M., and 10 P.M. and midnight. e. No employee shall stop, stand or park any vehicle in that portion of the parking lot facing on Tenth Street desig- nated as "Visitors ". Sec. 29 There is hereby established Parking Lot Fund #1052; all moneys collected pursuant to this ordinance shall be deposited in said Fund and shall be used for the expenses of vehicle registration and the maintenance of said parking lot. Sec. 3. The Commissioner of Public Safety shall cause appro- priate signs to be erected so as to clearly designate the restrictions set forth in Section 1 hereof. Sec. 4. A violation of any of the provisions of this ordinance shall constitute a misdemeanor. Sec. 5. This ordinance ordinance rendered necessary for health and saf ety. Sec. 6.
