WHEREAS, the Commissioner of Public Utilities has reported, in accordance with Section 53 of the City Charter, the existence of an emergency during the period from December 16th to December 31st 1960 inclusive, which rendered necessary the employment of certain employees of the Water Department for more than eight hours per day or forty hours per week -in doing the following work: �lj Repairing equipment,.various stations. $ Working extra shifts, various stations (3) Repairing and finishing installation of water mains and connections. 4 Driving country crew to and from work. AND WHEREAS, this emergency arose by reason of the following facts and circumstances: (1 Necessary to do work during low consumption hours. 2 Illness-of employees on regular shifts. 3 In order to put mains and connections in service as soon as possible. 4 On account of scattered work locations.
