An ordinance amending Ordinance No. 76Q7, entitled:
"An ordinance fixing the duties and responsibilities
and, the minimum qualifications for the various classes of
positions in the Classified Service of the City,"
approved February 13, 1935, as amended. This. is an .emergency ordinance
rendered necessary for the preservation of the public peace, health and
safety.
THE, COUNCIL OF THE CITY OF SAINT PAUL DOES. ORI)AIN:
Section 1. That Ordinance No. 7607, approved February 13, 1935,
as amended, be and the same is hereby further amended by striking out the
title and specifications. for "Civil Defense .Operations and Training Officer".
Section 2. That said ordinance, as, amended, be and the same, is
hereby further amended by inserting in their proper alphabetical order the
following specifications for:

CIVIL DEFENSE INFORMATION OFFICER
Duties and responsibilities:
Under supervision, to conduct a complete public information program
in the field of Civil Defense for the City of St. Paul including in-
formation-pertaining to operational plans, evacuation, shelters,
warning signals, home preparedness and volunteer training; and to
perform related work as assigned.
Examples of work performed:
To prepare news releases for newspapers, magazines, radio,
television, etc. , covering all phases of the Civil Defense program.
To prepare newsletters or bulletins, to keep Civil Defense volunteers
informed of, and interested in, the program.
To prepare special events news releases.
To speak at various gatherings about the Civil Defense program.
To prepare volunteer worker recruitment material.
To prepare the annual report for the Department of Civil Defense.
Minimum qualifications:
College graduation with a major in journalism, English, or related
fields. (No substitution for education.)

SHELTER MANAGEMENT OFFICER / o�

Duties and responsibilities:
Under direction, to conduct a comprehensive shelter program in
conformity with Federal, State and local Civil Defense plans
including securing of shelter use, licenses, utilization plans for
each shelter, stocking of shelters with federal or other shelter
supplies, inspection of shelters. and training of shelter manage-
ment teams; and to perform related work as assigned.
Examples of work performed:
To obtain agreements for use of facilities for public fallout shelter
and to maintain liaison with the owners.
To prepare utilization plans for shelters, including the physical
layout.
To arrange for stocking shelters.
To maintain inventory control of shelters.
To train shelter management teams.
To address various groups on shelter programs.
To prepare lesson plans and training aids for shelter management
classes.
To assist in the recruiting of volunteers for shelter management
teams.
Minimum qualifications:
College graduation and three years' experience in teaching, social
work, recreation, or, a' management position. (No substitution

ASSISTANT DIRECTOR, OF CIVIL DEFENSE
Duties and responsibilities:
Under administrative direction, to assist the Director of Civil Defense
in the development and operation of the entire Civil Defense program
for the City of St. Paul; to act as operations,kand training officer;
and to perform related work as assigned. Plans
Examples of work performed:
To assist the Director of Civil Defense in the administration of the
Civil Defense functions, and to assist in the development of policies
and programs.
To coordinate the activities of the divisions of Civil Defense in accordance
with the department policies and programs.
To discuss plans, programs, objectives, and procedures with division
heads and critically review their work.
To confer with Civil Defense service chiefs, review their programs,
and assist them in volunteer recruitment and training.
To prepare course outlines and instructional materials for training
programs and maintain appropriate training manuals.
To conduct training sessions for volunteer Civil Defense workers.
To coordinate training programs of the various local units with the
Civil Defense training programs of state and federal agencies.
To develop and maintain, in accordance with the current situation,
an Operational Survival Plan for the City of St. Paul.
To help plan, coordinate and execute civil defense test exercises
and aid in the development of-operational techniques of the control
center staff.
To speak before civic, educational and business organizations and
other groups e:cplaining and promoting the St._ Paul Civil ]Defense
program, and participate in conferences with federal, state and
local public officials and civil defense personnel.
To act in the capacity of, and perform all duties and assume all
responsibilities of Director in his absence.
Minimum qualifications:
College graduation and six years' experience in a supervisory position
involving planning and decision making,at least one year of which
must have been in an administrative capacity in Civil Defense.
