A public hearing having been had upon' the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind (of im-
provement to be made by the said City ia to improve WINTER STREET from Capitol Heights
to Jackson Street by performing necessary removals; by grading and paving the roadbed;
by constructing curb, sidewalk, driveways and paving approaches where necessary ; by
constructing drainage facilities; by reconstructing the paving, curbing and sidewalks
on the intersecting streets where not in conformity with said improvement, by grading
and sodding boulevard areas and by doing all other work necessary and incidental to
complete the said improvement j

and the Council hereby orders said improvement to be made. i
I RESOLVED FURTH411, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith. j

Dear Sir:
I transmit herewith a preliminary estimate of cost for improving
WINTER STREET from Capital Heights to Jackson Street by performing
necessary removals; by grading and paving the roadbed; by constructing
curb, sidewalk, diiveways and paving approaches where necessary, by
reconstructing drainage facilities; by reconstructing the paving,
curbing and sidewalks on the intersecting streets where not in
conformity with said improvement; by grading and sodding boulevard
areas and by doing all other work necessary and incidental to complete
said improvement, under Preliminary Order C.F. 203187, approved July
25, 1961.
Estimated Construction Cost $119067.47
10% Engineering & Inspection 1,106.53
Water Department Charges 500.00
Total Estimated Cost - $129,674.00
This project is to be financed entirely with M. S. A. Funds.
No sewer service or water service connections are required.
No Assessment shall be made for construction of driveways
