as described in the attached letter of the Jaycees.
Your attention is also called to an excerpt from the Legislative Code on
the subject and the attached memorandum of Asst.,Police Chief Schmidt.

PARADE PERMIT

City of St. Paul Legislative Code, Section 130.09:
11130.09. Parades. So as to more effectually minimize traffic congestion and
hazards resulting therefrom, persons desiring to parade upon the streets of
the City of St. Paul, excepting military forces of the United States, the mil-
itary forces of this state, and the forces of the Police and Fire Departments,
shall apply in writing to the Chief of Police for a paarade permit at least 7 i
days prior to the holding thereof, stating therein the proposed place and route
of said parade and the time thereof. Said parade permit shall be issued by a
committee comprised of representatives of the Police Department, Traffic Engiia-
eering Bureau and the Public Utilities Department. Parades will be authorized
only on Saturdays, Sundays, National Holidays, or after 6 :00 P.M. on all other
days.
No exception shall be made to the foregoing provisions. except that they
may be temporarily suspsanded on spacial or extraordinary occasions by formal!
resolution of the City Council,"

School Police Picnic Parade to be held on Tuesday, May 222nd at
9:30 A.M. until approximately 20:15 A.M.; the 23rd as alternate
in case of rain.
The parade route will begin at the State Capital traveling Cedar
to Columbus St., East to Robert St.i South to Seventh St., West
to Wabasha St., North to Columbus St.
Your sanction of this annual event will be appreciated by those
in attendance; an anticipated 5,000.
