WHEREAS, The Commissioner of Parks and Recreation and
Public Buildings has reported, in accordance with
Section 53 of the City Charter, the existence of
an emergency during the period from May 1 to 15,
1962, which rendered necessary the employment of
certain employees of the Department of Parks and
Recreation and Public Buildings for more than eight
hours per day or forty hours per week in doing the
following work::
Supervision, operation, madntenanee, care and 4
protection of public parks and playgrounds 1
and of their facilities.
And WHEREAS, This emergency arose by reason of the fol-
lowing f4Lcts and circumstances:

Seasonal requirements for protection of
:Public property and pursuit of departmen-
tal activities, such as= Civic events and l
municipal sports and playground programs
required increased time and effort of an
unforeseen but temporary nature: Breakdown'
of equipment necessitated immediate repairs;
Spring cleanup, delayed by weather, needed
redoubled effort; and housemover operating
on Sunday had to have a tree trimmer with
him.
