of a Saint Paul nominee to be recommended for the C. C. Ludwig
Award for Distinguished Municipal Service; and !
WHEREAS, said Committee has now reviewed six nominations
for this award; and j
WHEREAS, the Committee unanimously agrees that the name
of Leonard N. Thompson be submitted as the City's nomination for
the Ludwig Award, be it
RESOLVED, by the Council of the City of Saint Paul;
that the Council concurs in the above recommendation of said(
Committee and directs said Committee to prepare a brochure k
for submission to the League of Minnesota Municipalities for,
its consideration of Mr. Thompson.

The Council referred to the undersigned a communication from the League
of Minnesota Municipalities entitled "Nomination for C. C. Ludwig Award for
Distinguished Municipal Service."
This is an award that is to be made at the League's annual convention
starting this year, in memory of Mr. Ludwig for the contribution he made to
municipal government. Only one award will be given this year. However, in
futuTie years there has been discussion that two awards might be made - one for
the elected official and one for an employee.
Nominations are to be submitted not later than May 15, 1962, and may be
made by a council or by 10 citizens of a municipality. A person nominated must
be a Minnesota municipal official or employee. Further, there is no limitation
on the number of persons a council may nominate. I
Without hesitancy I would recommend that the council nominate one or me
persons for this honor, such an award should improve the prestige of the
Municipal official and employee. There are many city officials and employee
in my judgement who are highly qualified and more than adequately meet the
factors that the },Fudges are to take into account in making their determinati
.a I would point out however, that time is important if a nomination is to
r. V be made for this year's award, in order that necessary supporting data may
be prepared to meet the dead line established by the League.
