Gentlemen and Madam: CAPITAL 4 -7461 SAINT PAUL (,MINNESOTA March 21, 1962 3 Z� A recent edition of our'St. Paul newspaper reported a meeting of the St. Anthony Park Association, which I believe unfairly criticized your Honorable Body. The Association was quoted as objecting to the City Council' "making exceptions" to the zoning ordinances and building code in the ot. Anthony area. A specific ob- jection was made to the construction of a 17 unit apartment house on Standish Street near the Northern Pacific Railway tracks -on the grounds of "an inadequate lot and unreasonable location?" and "The only access to the property would be a one -way street ". As attorney for Mr. Wallace Mailand, I would like to recite the follow- ing facts: 1. The existing area upon which Mr. Mailand proposes to place his apartment has been zoned "C" residence for multiple dwellings since -the first adoption of the zoning ordinances in 1922. In 1950 at the request of the,neighbor- hood residents, a complete survey was made of this area and certain segments of it were upgraded to ".B" residence zone. There is and has been no request by Mr. Mailand to make any .change in the zoning ordinance to permit the construction of a multiple residence dwelling upon his lot. 2. The ordinances of the City of St. Paul set forth certain specific requirements as to the setback requirements . and -as to the land area for off street parking requirements for multiple residential units. All of these requirements have been met and the-application was favorably recommended by the.professional staff and citizen members of the Planning Commission. 3. A short segment of an undeveloped alley was previously vacated by Council resolution and no objection was received to this, vacation from any of the neighbors. 4. T.he subject property is vacant and in fact has never been developed; which is undoubtedly due, at least in part, to the fact that it immediately abuts several sets of busy railroad track. 4 6. The plans for the off street parking facilities were inspected and approved by the Planning Department and the office of the Traffic Engineer, all.as required by ordinance. Tt is the intention of Mr. Mailand to construct are attractive apartment building; properly lands.oaped, and to Proviae,badly needed housing units for adult students, employees and faculty members of the nearby Agricultural -Campus of the University of Minnesota, and others. Such a development will .add to the tax base of the City and in Mr. Mailandt.s opinion will present pleasing apartments and serve as a buffer between the adjacent residences and the railroad tracks. Mailand to install and operate a 17 car private off-street parking lot in conjunction with a proposed 17 unit apartment building to be constructed on.property located on the northeasterly side of Standish Street between Raymond Avenue and the railroad tracks and described as Lot 13; Block 28, St.Anthony Park and the vacated alley adjoining said Lot 13, Block 28, on the south. This pro- perty is zoned "C" residence and has been since the adoption of the Zoning Ordinance in 1922. This site is vacant and at the street grade of Standish °Street. This pro- perty is irregular in shape having frontage on Standish Street of 75.9 feet extending to a depth of 132 feet and resulting in a total area of approxi- mately 18,915 square feet. Northeasterly across a public alley is an apart- ment building now under construction which fronts on Priscilla Street, also a single - family residence fronting on said street; northwesterly and adjoin- ing for the remaining part of the block are single - family regidences fronting on Standish Street; south and southwesterly adjoining is the Northern Pacific Railroad right -of -way. Field investigation discloses no basic objection to the proposed use as the property has been ossified in a­"C" residence district since 1922. The proposed Land Use Plan indicates this property is best suited for multi - residence use. The Traffic Engineer has approved the plans which meet the standards for this type of facility. This proposal also meets the standards for density and building ground coverage. In consideration of the above factors, the Board of Zoning recommends the granting of the application for a 17 car private off-street parking lot on the above described property in accordance *i.th plans approved February 5, 1962.
