TLis is to confinn my telephone conversation with you today.
Resolution 07-930 was laid over on November 7, 2007 to November 21,
2007 for continuation of the public hearing. I inadvertently signed the
document after the November 7 meeting and forwarded it to the City Clerk's
Office after it was signed by the Mayor's Office. The error first came to my
attenrion today, April 16, 2008. I consulted Shari Moore, City Clerk, and
she said the signatures are technically invalid since the Council did not adopt
the resolution. I also spoke with Council President Kathy Lantry who said it
can be placed on an upcoming agenda but she would like you to review the
resolurion with Councilmembers Carter and Stark. You may feel it
necessary to provide updates to the other Councilmembers as well.
Let me lrnow when you decide on a date for continuation of the public
hearing.

shelters at various locarions throughout the City.
Councilmember Helgen asked how the sites got selected. Paul St Martin,
Department of Public Works, explained that these were proposed by CBS
Outdoors. Addirionallocations can be worked out with CBS and Public Works.
Helgen asked about h�ash receptacles. St. Martin responded that CBS has to pick
up litter once a week.
Helgen stated he has an issue with one on Rice and Arlington and Councilmember
Montgomery had issues with another two. St. Martin responded that he will follow
up on these issues.
Councilmember Helgen moved to continue the public hearing on October 17.

Fred Keuppers appeared on behalf of his client who owns the property at Snelling and
Portland Ave. and stated that he would hold his comments until the next public hearing as
there was intent to continue on November 7.
Councilmember Helgen asked Public Works to look into installation of a bus bench at
Arlington and Rice.
Councilmember Montgomery stated that Public Works was also looking into installing
bus benches at Valley Hi-Rise and Ravoux.
Councilmember Thune moved to continue the public hearing to November 7.

55. Resolution — 07-930 — Authorizing CBS Outdoor to install new advertising bus shelters at
various locations throughout the City. (Public hearing continued from October 17)
Da�id Keebler, Public Works Traffic Engineer, appeared and presented a staff report
noting that all agreements have been met by the Utilities Commission.
Upon quesrions by Councilmember Harris and Councilxnember Benanav, Mr. Keebler
explained abutting property owners were notified of the process, and that the resolution
can be approved in whole or in part.
Councilmember Montgomery noted that the District 13 Community Council did not
approve the location at Snelling and Portland and requested it be moved fiuther north.
Jean Wiggum, 1647 Laurel Avenue, stated the District 13 Community Council is
requesting they have more input into this issue, and said the shelters will result in more
advertising in the community.
Councilmember Benanau was excused for the remainder of the meeting.
Brian Anderson, CBS Outdoor Advertising, appeared saying they bought out Ad Shelters,
and there are two employees whose job is to clean the shelters.
Fred Kuepper appeared and spoke in opposition to a shelter at Portland and Snelling.
Alex Aquel spoke in opposition to a shelter at White Bear Avenue and Maryland Avenue
saying it is too close to a restaurant for privacy of the customers.
Councilmember Montgomery moved to delete Line ll and to continue the public hearing
to November 21.
