PRELIMINARY AND FINAL PLAT FOR
CROSBY LAKE BUSINESS PARK 2ND ADDITION
WHEREAS, The Saint Paul Port Authority has submitted the attached preliminary and final plat for City
Council approval; and
WIIEREAS, the appropriate city departments have reviewed the plat and found it meets the requirements
of Chapter 67 of the Zoning Code; and
WHEREAS, notice of the public hearing before the City Council was duly published in the official
newspaper of the city and notices were mailed to each owner of affected proper[y and property situated
wholly of partly within 350 feet of the subject property; and
WHEREAS, a public hearing before the CiTy Council was held on June 26, 1996 at which all interested
parties were heazd, the Council having considered all the facts and recommendations concerning the piat;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached
preliminary and final plat for Crosby Lake Business Park 2nd Addition by the Saint Paul Port
Authority.

A. PIIRPOSE: To consider a preliminary and final plat request by the Saint
Paul Port Authority for two new lots for industrial development in Crosby
Lake Business Park. The new plat will consist of two lots, and a new
public right-of-way to be known as Montreal Circle. This preliminary and
final plat is required to allow the recording of the subdivision and the
dedication of the new Montreal Circle public right-of-way.
B. SITE & AREA CONDITIONS: The site is currently vacant. The property is
zoned 2-1 (industrial) which allows industrial park types of uses. The
proposed right-of-way of Montreal Circle has not been improved, but site
improvements are currently underway and will be constructed this summer or
fall. Access to the site is across railroad tracks and public works is
• requiring electronic signaling equipment be placed at the intersection to
control the intersection when trains are present. The Port Authority
estimates this equipment to be in place in late fall 1996.
C. BACKGROUND: The Crosby Lake Business Park site was previously occupied by
Texaco as a tank farm. In 1994, the City Council unanimously approved the
rezoning request by the Port Authority to rezone the property from B-3
(commercial) and 2-3 (heavy industrial) to I-1 (light industrial) to allow
industrial use development of the business park. On January 31, 1996 the
City Council approved the plat for the first addition to Crosby Lake
Business Park. Additional property within the industrial development is
vacant and will be platted with a subsequent plat when the tenants or
buyers land needs are determined.
D. DISTRICT COIINCIL RECOMMHNDATION: The West Seventh/Fort Road Federation
voted to support the development of this site for industrial uses by the
Port Authority and supports the preliminary and final plat of the property.

City staff have reviewed the proposed preliminary and final plat and
determined that it meets all requirements and standards of the City.
2. The proposed subdivision will not be detrimental to the present and
potential surrounding land uses. •

3. The area surrounding the subdivision can be planned and developed in
coordination and compatibility with the proposed subdivision.
The surrounding area and the area of the proposed preliminary and final
plat are compatible with respect to land uses.
4. The subdivision is in conformance with the Comprehensive Plan.
The property is in compliance with the comprehensive plan £or this area of
the City.
5. The subdivision preserves and incosporates the site's important
existing natural features, whenever possible.
Existing natural features have been preserved where possible in the plat.
6. All land intended for building sites can be used safe2y without
endangering the residents by peril from floods, erosion,
continuously high water table, severe soil conditions or other
menace.
The land can be safely developed.
7. The subdivision can be economically served with public facilities
• and services.
The property can be served by public facilities and services. Services to
the site are to be constructed.
