RESOLVED, that upon the appeal of Richard 0. Hanousek, owner
of Lots 21 3, 4'5 and the north 10.67 feet of Lot 6, Block g, East -
view Addition No. 1+, .and vacated alley in said Block 8 lying north
of the south line of the north 10.67 feet of said Lot 62 46�W diied,
at and embracing the southeast corner of English and Conway Btreets
in the City of Saint Paul, the provisions of the Zoning Code hereby
are determined and varied so as to dispense entirely with the 8 -foot
side yard parking lot buffer requirement of the same in regard to
the 36 -car capacity off - street private parking facility proposed to
be established thereon, and that a permit be and hereby is granted
to said Richard 0. Hanousek, as applicant therefor, for the
establishment and maintenance and operation of said 36 -car capacity
private off - street parking facility thereon in conjunction with
two proposed 17 -unit .apartment buildings on said site, in accordance
with the plans therefor approved April 5, 1962, filed herewith,
subject to compliance otherwise, by the permittee'with all applicable
provisions of the Zoning Code and ordinances governing the operation
of parking lots, and to the condition that the sidewalks .'abutting
said premises be kept clean and free of ice-and snow at all times.

attached appeal of Richard 0. Hanousek for permit to relax the required
8-ft. side yard parking lot buffer to zero (0) ft. on Lots 2, 3, 4, 5 and

corner of English and Conway Sts.

Dear Madam:
This is in the matter of Richard O. Hanousek's 1) appeal to relax the
required 8 foot side yard parking lot buffer to zero (0) feet, and 2)
application for a permit for a 36 car private off-street parking lot
accessory to two 17 -unit apartment buildings on property located at
the southeast corner of English and Conway Streets and described as
Lots 2, 3, 4, 5, and the north 10.67 feet of Lot 6, Block 8, Eastview
Addition # 4. This is part of a larger tract recently rezoned to "C"
residence for apartment development.
This property is vacant with a frontage of 226.67 feet on English Street
and 150 feet on Conway Street resulting in an area of 34,000 square feet.
South and adjoining is vacant land proposed to be developed for apartment
use; east and adjoining at a lower elevation is a recently constructed
supermarket; north and across Conway Street and west across English Street
is vacant land, farther west are single - family residences fronting on
Johnson Parkway. Inasmuch as the entire frontage in this block will be
developed with apartment buildings and all will have their parking lots
at the rear of the site, it does not appear reasonable to maintain the
required 8 foot wide buffer between each parking lot.
r Field investigation discloses no objection to this proposal as all of
the parking lots will be contigeous to each other and the Traffic Engineer
has approved the plan which meets the standards for this-type of facil-
ity. The proposal also meets the required standards for density and
building ground coverage.
In consideration of the above factors, the Board of Zoning recommends
1) the granting of the appeal as above outlined, and 2) the granting
of the permit for a 36 car private off-street parking lot on the above
described property in accordance with plans approved April 5, 1962.

at the Southeast corner of English and Conway Streets.

The reason for this request is that the entire block,
of'which these lots are a part, is being developed as apartment
sites by marious builders. The parks- kggfor the buildings is desig-
ned in the rear and the parking for the above described property
will be a contiguous part of the other parking areas.
