SAINT PAUL, MINNESOTA
�
WHEREAS, Ramsey County Property Management wishes to hire the City of St. Paul's Public Works
Division of Technical Services Design Group for design services to layout and order furniture for the Emergency
Communications Center located in Ramsey County.
WHEREAS, Council approval is necessary for intergovernmental contracts; and
WHEREAS, the Design Group will be compensated for its work; now therefore be it
RESOLVED, that the proper authorities are hereby authorized to enter into the attached
Agreement with Ramsey County.

Agreement
Between Ramsey County and the City of St. Paul
For Design Services at the
Ramsey County Emergency Communications Center
This is an agreement between the City of St. Paul, a political subdivision of The State of Minnesota,
Department of Public Works, Design Group Division ("Contractor") and Ramsey Counry, a political
subdivislon of the State of Minnesota, on behalf of its Department of Property Management ("County").
WHEREAS, The County is constructing a building that includes the County's New Emergency
Communications Center ("Center"); and
WHBREAS, The County has requested the Contractor to provide services in relation to the furniture in
the common spaces of the Center; and

3. Cost/Payment
a. The County shall pay the Contractor for Project Services provided under this Agreement
at the rate of �80 per hour, up to a total not to exceed amount of S 12,500.00.
b. The Contractor shall submit an invoice to the County on a quarterly basis, which shall
include a description of Services provided, and the dates and hours of Services.
c. Payment will be made within 35 days of receipt of a detailed invoice. The payments shall
be sent to: City of Saint Paul Design Group c/o Barb Morin, lOQO City Hall Annex, 25
West Fourth Street, Saint Paul, MN 55102.
d. Interest accrual and disputes regazding payment shall be governed by the provision of
Minnesota Statutes Section 471.425.
4. Independent Contractor

anc�'�ccounting �cedures and practices of the Contractor relating to this Agreement.
7.
The Contrae�or agrees that, in the hiring of all labor for the performance of any work under this
Agreement, that it will not, by reason of race, creed, color, gender, sexual preference, marital
status, status with regard to public assistance, age, religion, national origin or disability,
discriminate against any person who is a citizen of the United States and who qualifies and is
available to perform the work to which such employment relates. When required by law or
requested by the County, the Contractor shall furnish a written affirmative action plan.
8. Data Practices

All data collected, created, received, maintained or disseminated for any purposes in the course
of the Contractor's performance of this Agreement is governed by the Minnesota Government
Data Practices Act, Minn. Stamtes Chapter 13, or any other applicable State statutes, any state
rules adopted to implement the Act and statutes, as well as federal laws and regulations on data
practices.
9. Workplace Violence Prevention
The Contractor shall make all reasonable efforts to ensure that the Contractor s employees,
officials and subcontractors do not engage in violence while performing under this contract.
Violence, as defined by the Ramsey County Workplace Violence Prevention and Respectful
Workplace Policy, is defined as words and actions that hurt or attempt to threaten or hurt people;
it is any action involving the use of physical force, harassment, intimidation, disrespect, or
misuse of power and authority, where the impact is to cause pain, feaz or icgury.
