Dear Property Representative: THE VACATE DATE FOR YOUR BUILDING IS SEPTEMBER 25,
2007 AT 9:00 A.M.
Your building was inspected on September 10, 2007, for the renewal of the Certificate of Occupancy. Since
you have failed to comply with the applicable requirements, it has become necessary to revoke the Certificate of
Occupancy in accordance with Section 33.05 of the Saint Paul Legislative Code. A reinspection will be made
on September 25, 2007 at 9:00 A.M..
The Saint Paul Legislative Code further provides that no building shall be occupied without a Certificate of
Occupancy. Failure to immediately complete the following deficiency list or the building vacated may result in
a criminal citation.
THIS LETTER SERVES AS OFFICIAL NOTICE OF REVOCATION.
DEFICIENCY LIST
1. 839 Jenks - SPLC 34.08 (1), 34.31 (1) - All exterior property areas shall be maintained free from any
accumulation of refuse, garbage or feces. This garbage is on the front porch
2. 839 Jenks - SPLC 34.09 (2) 3432 (2) - Provide an approved handrail. The top of the handrail must be
between 34 and 38 inches above the treads and run the entire length of the stair.-You will need a handrail for the
steps thaT are connected to the front of the building and to the steps adjacent the sidewalk
3. 839 Jenks - MN Stat 299F.18 - Immediately remove and discontinue excessive accumulation of
combustible materials.-Storage has to be moved from all hallways
4. Basement - SPLC 34.10 (3), 34.33(2) - Provide an approved handrail. The top of the handrail must be
between 34 and 38 inches above the treads and run the entire length of the stair.
5. Basement - SPLC 34.10 (1) - Abate and maintain the basement reasonably free from dampness and free
of mold and mildew.
6. Downstairs - MSFC 605.6 - Provide electrical cover plates to all outlets, switches and junction boxes
where missing.

7. Downstairs - MSFC 605.5 - Discontinue use of extension cords used in lieu of permanent winng.
8. Upstairs - MSFC 703 - Provide, repair or replace the fire rated door and assembly. The minimum rating
must be: I

9. Upstairs - MN Stat. 299F362 - Immediately provide and maintain a smoke detector located outside each
sleeping area.
10. Various locations - MSFC 605.1- All light fixtures shall be maintained with protective globes if
originally equipped.
I 1. SPLC 39.02(c) - Complete and sign the provided smoke detector affidavit and return it to this office.
12. Provide the inspector with a completed and signed Residential Occupancy Affidavit.
13. SPLC 34.14 (2) c- Provide or replace the duplex cQnvenience outlet with ground fault ptotecrion within
3 feet of the basin on an adjacent wall in all bathrooms. This work may require a permit(s). Call LIEP at (651)
266-9090.
14. SPLC 34.08 (6), 3431 (4) - Remove the accumulation of exterior storage that creates a nuisance or
harbors rodents.-Front porch
15. SPLC 34.09 (2), 3432(2) - Repair or replace the unsafe , front porch in an approved manner. This
work may require a permit(s). Call LIEP at (651) 266-9090.-Replace all rotten wood
16. SPLC 34.09 (3), 3432 (3) - Repair and maintain the window glass..
17. SPLC 34.09 (3), 34.32 (3) - Provide or repair and maintain the window screens.
18. MSFC 907.3 - Provide an approved fire alarm system. This work may a require a permit(s), call LIEP at
(651) 266-9090.
19. MSFC 901.6 - Repair and return the fire alarm system to service.
20. MSFC 901.7 - Provide a fire watch until the fire alarm system is returned to service.
21. SPLC 34.10 (4), 34.33 (3) - Provide a bathroom floor impervious to water.
22. SPLC 34.11 (6), 3434 (3) - Provide service of heating facility by a licensed contractor which must
include a carbon monoxide test. Submit a completed copy of the Saint Paul Fire Mazshal's Existing Fuel
Burning Equipment Safety Test Report to this office.

4. Appeal of Kathy Minazsich to a Certificate of Occupancy, which includes Condemnation, for
property at 839 Jenks Avenue.
Ms. Shaff stated that she had the opportunity to talk with the appellant prior to the hearing and she was
requesting additional tune to be able to find another place to live. 5ince there were no crirical
life/safety issues, she was willing to give her unril the end of October to move out.
Kathy Minazsich, the appellant, stated that she was lool�ng for another place to live as this was the
second time that the landlord had gone into foreclosure on this property.
Ms. Moermond recommended denying the appeal and granring an extension to October 31, 2007 to
vacate the property.
