O'Connell City Clerk Building Dear Madam :, This is in the matter of the petition of Otto P. Simon Jr. to rezone from "B" to 'V residence property located at the southeast corner of Arms rong and Pleasant Avenues and de- scribed-as Lots 6 and 7, Block 3, Cole's Rearrangement. On June 12, 1962, the Commissioner of Finance reported the petition sufficient with the owners of 12 of a possible 17 (70.6%) tracts of land within the prescribed 100 foot radius having signed the petition. The property under consideration has a frontage of 105 feet on Armstrong Avenue and 87 feet on Pleasant Avenue resulting in an area of 10,005 square feet with a small triangular tract having been taken for highway•purposes. The site is presently vacant and approximately three feet below the grade of Pleasant and Armstrong Avenues. If rezoned, the petitioner proposes to develop the site with an 11 unit apartment building. The surrounding area land uses are entirely single and two- family residential uses with the exception of west and across Pleasant Avenue which is the future Pleasant Avenue Freeway right- of-way. The Board of Zoning considered this petition at their regular meeting on June 21, 1962, and it was the opinion of the Board, that while the area is predominantly single and two - family resi- dential in character,ltbe fact that the freeway will be adjacent on the west would make the rezoning of this property a reasonable action.
