The site is presently developed with a single - family residence and garage. It is the applicant's proposal to convert Ia portion of his residence to a beauty shop for his wife and daughter. This property consists of two platted lots froni- ing on unimproved Sylvan Street1having a total frontage on said street of 48.5 feet and 130 feet on Larpenteur Avenue, resulting in an area of approxi- mately 6,305 square feet. The area is developed residentially except for the St. Paul Water Works right-of-way which is west across unimproved Sylvan Street. Field investigation discloses that the surrounding area is developed with single - family residential uses and to rezone to commercial district for the purpose of establishing a beauty shop in the home would be detrimental to the adjoining residential uses and would constitute "spot zoning ".
