THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:

Section 1. That the Zoning Code, Chapters 60 to 64, inclusive,
of the Saint Paul Legislative Code, pertaining to Use Listriets, Height

Recap of Friday March 30 interviews regarding 499 and 501 Farrington
Mrs. Irish of City Planning Office 13th floor Court House determined that
there is no alley designated for the block bounded by University and Sherburned
and Farrington and Virginia.

499 Farrington is in block 26, Warren & Rice's Addition except for North 95.5
feet of lots 11 & 12. Lot extends 100 ft. East to West.
501 Farrington is in block 26, Warren & Rice's addition and cons ie.tt of the
South 45.5 ft. of the North 95.5 ft. of lots 11 & 12.
The southern boundary of 499 Farrington is 127.75 feet from inside corner
of sidewalk at corner of Sherburne and Farrington. This information was furnished
by the County Auditor's office, first floor Court House.
Mr. Schnarr, the Asst. City Architect on 4th floor was contacted in regard to
possibility of tearing down the house at 499 Farrington, and rezoning for
commercial use. He etAted that application must be made at the City' Clerk's
office with a fee of 030. and petition made to rezone. 2/3 of property owners
within 100 ft. of property to be rezoned must approve, but 50% or more of owners
of property, frontage must petition.
The City Clerk's office on 3d floor City Hall furnished petition forms. $30.
{ is fee for 10,000 sq. ft. or less of property to be rezoned.

This is in the matter of the petition of William E. Howard to rezone from "C"
residence to commercial district I property located on the west side of
Farrington Street between University and Sherburne Avenues and described as
except the north 95.5 ,feet, Lots �ll and 12, Block 26, Warren 6 Rice's Addition.
On May 28, 1962, the Commissioner of Finance reported the petition - sufficient
with the owners of 8 of a possible 11 (72.7 %) tracts of land within the pre-
scribed 100 foot radius having signed the petition. The site is developed with
a single - family residence which the applicant proposes to remove in order to
integrate this site with his mobile home sales and display lot which adjoins
the property to the south. The property has a frontage of 32.5 feet on
Farrington Street extending to a depth of 100.8 feet resulting in a total area
of approximately 3,250 square feet. North and adjoining is a single - family
residence fronting on Farrington Street; west and adjoining is the rear yard of
a single - family residence which fronts on Sherburne Avenue; to the south is a
two -story commercial building andtthe applicant's existing sales lot both
fronting on University Avenue; east and across Farrington Street is a single - family
residence fronting on said street, also the Minnesota Milk Company garage.
Field investigation discloses no basic objection to this proposal inasmuch as
this type use now exists to the southwest and does not appear to have a detri-
mental effect on the residential uses on Sherburne Avenue. It is recommended
that the residential and commercial uses be separated by suitable fencing.
In consideration of the above factors, the Board of Zoning recommends the granting
of the petition to rezone the abovie described property to a commercial district.
