Pursuant to the authority granted me as Mayor of the City of
Saint Paul, under Section 121 of the City Charter, I herewith
Q3l11to and disapprove the resolution ( #207989) adopted by the
uncil on July 10, 1962, wherein Mr. Donald L. Lais was elected
Corporation Counsel of Saint Paul.
As you know, I have never previously exercised any of my powers
of veto over any of the actions of the City Council during my
two years in office, but in this instance I feel it is incumbent
upon me to do so for the following major reasons:
It is my sincere belief that Mr. Lain does not have the qualities
of leadership or experience to discharge the duties of the office
of Corporation Counsel. Many citizens have expressed lack of
confidence in Mr. Lais because of his partisan political activi-
ties through the years.
Furthermmore, it is my conviction that the tests to be used in
selecting an attorney for this position should be the caliber of
his professional ability. It is on this count, therefore, that
it is regrettable that Commissioner Robert Peterson has bowed to
political threats of non - endorsement by the DFL party in making
his choice for him.
While I believe the professional qualifications and capabilities
of Mr. Robert J. Swords demand his retention as Corporation
Counsel, I, as Mayor of Saint Paul, also have to look at what is
good for the citizens of Saint Paul.
With the above- mentioned reasons in mind, I an hereby requesting
the City "ouncil to reconsider its action concerning the election
of Mr. Lain, in the hope that a candidate, compromised on by both
factions, can be elected Corporation Counppl This I ask for in
