At this time a complaint was made by Harold 0. Lindberg, residing at 1507 Edgcumbe Road, the owner of Lot 1, Block 9, West End-Edgcumbe, alleging the assessment on said lot to be unfair and excessive. Your Body post- poned action to July 10 for further consideration of the Resolution Ratifying the Assessment, and referred the matter to the City Engi- neer and to the undersigned, the Valuation and Assessment Engineer, to determine whether or not the assessment can or should be reduced. The Department of Finance has consistently assessed the special benefits conferred on private properties especially benefited by projects financed in whole or in part from public funds, such as Bond Funds, County Aid, and Municipal State Aid. Under this pro- cedure the assessments on completed Bond Issue street and highway projects alone amount to over a half million dollars, an average of 25% of the cost of the completed projects. A preliminary es- timate at this time indicates that the total assessments on comple- tion of the entire Bond ?rogram will exceed one and a half million dollars. The property under question abuts on Highland Parkway, with a side' .frontage of 388.36 feet, and also fronts on Edgcumbe Road, the in- side width being 100 feet and the south side of the lot being platted as 316.45 feet in length. There is a 20 -foot alley abutting the west end of the lot. The area of the lot in question, based on the above dimensions, has been computed at 35,240 square feet (0.81 acre), which is seven times the area of 75% of the homesites abutting this project. Certainly there is sufficient surplus area to provide for an additional good -sized building site. After analyzing the entire project, and with special consideration to the property owned by Mr. Lindberg, and reviewing the breakdown of the assessment against his property, it is our conclusion and recommendation that the assessment as submitted be ratified.
