No. 207616, approved June 12, 1962, has in all things approved said Resolu- tion No. 956, of said Board of Trustees of said Sanitary District, and acts and proceedings of said Board of Trus- tees, thereby represented, and has determined that the most appropriate method for the financing of said ap- portioned obligation of said City of Saint Paul on ac- count of said "Capital Additions" Sanitary District 1963 Budget portion, in regard to payment on account of the portion of such expansion of said Sewage System and Treat- ment Plant to be constructed during the year 1963, is the issuance and sale of Sewage Disposal System Bonds of said City authorized by Chapter 341, Minnesota Session Laws for 1933, as amended; Chapter 445, Minnesota Statutes Annotated, as amended, and accordingly determined to employ such method of financing therefor, and by said Ordinance No. 12224, has authorized and provided for the issuance and sale of such Sewage Disposal System Bonds in the par value amount of $3,315,000.00 for said authorized purposes; and WHEREAS, the said $3,315,000.00 par value amount of said bonds of said City of Saint Paul, authorized to be issued and sold for the purposes aforesaid, by said Ordinance No. 12224, approved June 27, 1962, enacted, as aforesaid, by authority therefor conferred by said State Statutes, as amended, in no�part have been issued or sold, and it has become and is necessary to issue and sell the entire par value amount, $3,315,000.00, of such authorized bonds of said City, for said authorized purposes, for the procurement of moneys necessary for said City's payment of its accrued and unpaid apportioned share of said capital expenditures necessary for said capital improvements and expansion of said Sewage Sytem and Treatment Plant of said Minneapolis -Saint Paul Sanitary District, provided to be made and constructed during the year 1963, and necessary to insure increased capacity of the same necessitated by increased volume of sewage and waste material now being_ collected and treated by the same and forming a part of its aforesaid complete plan for sewage collection and treatment and for the,.payment of said City's accrued and Gal unpaid obligations for same and on account -of its duly apportioned share of the expense of the construction, maintenance and operation of said Sewage System and Treatment Plant of said Minneapolis - Saint Paul Sani- tary District, under and in accordance with sad State Statutes, as amended;
