White historicatly these lights where intended to enhance and embellish the historic nature of the properties, they have become biilboards and signposts for the City. As building owners, we have worked closely with the Historic Preservation Commission and various City departrnents to develop properties consistent with their historic character. The Iighting in the area was intended to build on the work. Not only adding historic nature to the buildings and the entire area, but also to embellish a certain charm that exists in Lowertown. We appreciate these efforts and do not dispute the excess charges for this embeliishment, if in fact that were the case. While lighting standards and ornamentai historic giobes are nice, they fail miserably at providing any enrichment to the area since they are used as sign posts for everything from bus schedules to parking restrictions, to lane marlvngs, etc. What were originally intended as means of beautifying and Unifying the historic nature of Lowertown has become little more than an unsightly clutter of signposts and informational builetin boards. St Paul seems bent on removing alI bi(Iboards around the City and seems bent on requiring �_ property owners in Lowertown to pay for architectural lighting. What they do not seem to see is the obvious conflict in turning architecturai lighting into the biliboards they seem to abhor. ' Until such time that these lights and light standards are stripped of ail this signage and are restored to their intended purpose, as an enriching adjunct to an area many of us have Jabored so long to preserve and enhance, I will continue to refuse to pay assessments for something that constitutes nothi�g more than sign standards and biAboards for the Gity of St. Paul. I'm including a padcet of information that demonstrates my position on this subject Of alt the light standards that fail within this description of "above standard street lighting" i could only find 3 or 4 that have not been bastardized by any number of Ciiy signs.
