RESOLVED, by the Council of the City of Saint
Paul, upon due consideration of the report of the Com-
missioner/ of Parks and Recreation and Public Buildings -1
and upon due investigation in the premises that said
Council hereby finds and determines that -by reason of
partial destruction and substantial injury to the Como
Park Conservatory Building, a public building of said
City, by tornado or other elemental cause, there has
arisen and now exists an urgent, necessitous and unfore-
seen situation and condition in respect of said public
building and the interests of said City,constituting a
sudden and unexpected emergency wherein the funds ofsaid;
City appropriated, provided and available therefor have
become and remain inadequate properly to protect the public
interests; that supplemental to any and all funds of said
City available therefor it has become and remains necessary
that said City borrow and make available the sum of not*to
exceed $75,000.00 for the payment of said City's costs and
expenses necessarily to be incurred in properly protecting
the public interests in the premises in the reconstruction
and rehabilitation of said public building as necessitated
by such partial destruction and substantial injury caused
as aforesaid in respect of the same and in the meeting, , of
said-emergency; and that the Mayor'and City Comptroller
hereby are authorized, pursuant to Section 206 of the City
Charter, in behalf of the City, to borrow temporaril said
sum of not to exceed Seventy -five Thousand Dollars (75,000)
necessary, together with all other funds available therefor,
properly to meet such emergency and protect the public in-
terests therein, and to make, execute and deliver to the party
or parties making such temporary loan, a promissory note of
the City therefor in the principal amount of such temporary
loan and not to exceed the sum of Seventy -five Thousand
Dollars :,,($75,000), and bearing interest thereon at not to
exceed six per cent per annum until paid and payable within
one (1, year from and after the date of such temporary loan;

RESOLVED, by the Council of the City of Saint

Dear Sir:
I am attaching herewith a memorandum.-received from the City
Architect, Alfred H. Schroeder, outlining the damage to the
Como Park greenhouse- conservatory area.
In order to rrevent any further damage to the buildings,
or the plants, it is necessary that this be repaired as
soon as possible.
I am requesting that you prepare immediately a resolution
so I may submit it to the Council at the first full session,
this resolution to authorize an emergency appropriation and
expenditure of not to exceed $75,000•for the purpose of re-
habilitating the buildings damaged by the hail storm of
June 23,. 1962.
