Presented by
WHEREAS, the Boazd of Water and Soil Resources (BWSR) has received an appropriarion to fund the restoration of
impaired waters under the Clean Water I,egacy Progam, and;
WHEREAS, Lake Como, Pickerel Lake, and the Mississippi River aze classified as impaired waters, and;
WHEREAS, the Legislature, in appropriating these funds, has directed that $500,000, over state fiscal years
2008-2009, be contracted for services with the Minnesota Conservarion Corps (MCC), and:
WHEREAS, BWSR has contracted with the MCC to work direcfly with Counties, Soil and Water Conservation
Districts, and Watershed Districts to undertake projects consistent with the Clean Water Legacy Program and the
mission of the MCC, and;
WIIEREAS the mission of the MCC is to provide hands-on environmental stewardship and service-leaming
opportunities to youth and young adults while accomplishing priority cost-effective conservarion, natural resource
management projects and emergency response work, and;
WHEREAS, the Capitol Region Watershed District, Ramsey Conservation Dish and the Lower Mississippi River
Watershed Management Organization have submitted proposals to receive labor services from the MCC, and;
WHEREAS, these proposals contain exisring and proposed project work within City of Saint Paul parks, and;
WHEREAS, through these partnerships, labor services from the MCC will allow City of Saint Paul, Division of
Parks and Recreafion staff to improve narive habitat, implement erosion and sediment control best management
pracfices, and perform land maintenance tasks adj acent to impaired waters, �eezl; � o v.� ,
THEREFORE BE IT RESOLVED, that the Mayor and the proper city officials are hereby authorized to accept labor
services from the MCC under the Clean Water Legacy Program, and;
BE IT FURTHER RESOLVED, that the Mayor and the proper city officials are hereby authorized to execute
agreements as may be necessary to coordinate these partnerships on behalf of the City; and

32 BE TT FINALLY RESOLVED, that the Council of the City of Saint Paul approves of the aforemenrioned
33 partnerships, and addirional parmerships consistent with the Clean Water Legacy Program, through June 30, 2009.

related projects, free of chazge, for state and local govetnmental agencies.
