07-91Council File # 0 7 / � Green Sheet # 3C�35357 RESOLU710N OF S,Q,INT PAUL, MINNESOTA � q 2 4 S 6 7 8 9 10 11 12 13 14 15 16 17 18 14 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 Presented WIIEREAS, Chapter 73 of the Saint Paul Legislative Code declazes as a matter of public policy that the preservation, protection, perpetuation and use of areas, places, buildin�s, structures and other objects having a special historical, community or aesthetic interest or value is a public necessity and is required in the interest of the heaith, prosperity, safety and welfare of the people; and WHEREAS, Chapter 73 establishes the Heritage Preservation Commission (HPC) and states the commission shall have authority to solicit gifts and contributions to be made to the city and to assist in the preparation of applications for grant funds to be made to the city for the purposes of heritage preservation; and WfIEREAS, The Minnesota Historical Society (MHS), through its Historic Preservation, Field Services, and Grants Departrnent, administers the U.S. Departrnent of the Interior's Historic Preservation Fund (HPF) Program in cooperation with the National Park Service (NPS); and WFIEI2EAS, The Department of the Interior specifies that at least ten (10) percent of Minnesota's annual HPF Program award be designated as pass-through funding to Certified Local Governments (CLG) each year; and WHEREAS, the Mayor and City Council have approved a budget amendment to allow for $I 5,000 to be used towazd a cash match for a CLG grant application to complete an histaric preservation plan for the city that will be incotporated as a chapter of the comprehensive plan; and WfIEREAS, The grant request amount is $15,000 and the total cash, in-kind and donated match totals $24,640, allowing funding for a consultant to be hired to research and write the plan, for mapping, formatting the report and for printing costs; and WHEREAS, There aze several reasons to complete a preservation plan now, including, but not limited to, 1. The revision of the city's comprehensive plan due to be completed in 2008, 2. The legal basis in the MN Statutes Comprehensive Plan requirements (473.859 Subd. 2(b)) that states a land use plan shall contain a protection element for historic sites, and 3. The plan would allow for informed decision making regarding the city's historic resources, for the Heritage Preservation Comsnission, its staff, other city departments and the community; d 7-9/ 42 NOW, THEREFORE, BE IT RESOLVED, that the City Council recognizes the need for a city-wide 43 preservation plan that is incorporated into the broader plauning process and allows the Heritage 44 Preservarion Commission, under the oversight of the Office of License, Inspections and Environmental 45 Protection, to apply for the above mentioned grant funds. 46 Requested by Department of: License, 7nspections and Environmental Protection 1.
