WHEREAS, in June 2006 the City Council adopted a resolution that established the Broadband Advisory Committee (BAC),
that was chazged with, among other duties, to examine "broadband ownership options including municipal ownership and a
privatelpublic partnership and to recommend to the City which option to select;" and
WHEREwS, the BAC, comprised of representatives from higher education, the Saint Paul School District, non-profit
associations, business, government, trade union, and the general public, determined that in order to best serve the
Saint Paul Ciry Council and the communiry of Saint Paut, that the BAC should examine both short and long term
broadband solutions; and
WxEREns, the BAC formed working committees over a nine-month period, including Business, Residential,
Wireless, City Operations, and Ownership Models, and after carefully examining: 1) vazious broadband service
options, including city wide wireless and fiber-to-th�premise, 2) possible ownership models of public, private or a
combination thereof, 3) both closed network and open access nerivork business models, and 4) the short and long
term ramifications of all scenarios, the BAC determined that its Vision for Saint Paul was that "the City of Saint Paul
will be `the most connected city' in the United States; and
WHEREnS, based on its research, the BAC presented to the Mayor, City Council and City staff on January 9, 2007,
its preliminary findings and recommendations wherein upon consideration of the BAC's preliminary findings
Mayor Coleman directed the BAC to develop recommendations on an ownership model for fiber-to-the-premise;
and
WHSREAS, as a result of the BAC's research for the City of Saint Paul to be America's "most connected city," and
direction to provide recommendations on how to make this a possibility, the BAC has produced a Report on the
FuYure of Broadband in Saint Paul, that provides both recommandations and action steps for the City Council to
consider; and
WHEREAS, as a direct result of the synergies created through the BAC's membership compQSition, and discussions
with other public entities in Saint Pa�l, the City of Saint Paul, Ramsey County, the Saint Paul School District and the
State of Minnesota all recognize that they are all looking at ways to better serve their own internal communications
and telecommunications nerivorking needs, and have started conversations about the potential to jointly look at ways
to further share networking capabilities;
Now, THEREFORE, BE i r RESOLVeD, by the City Councii of Saint Paul of the City of Saint Paul, Minnesota as
Follows:
The `Broadband Advisory Committee's Report on the Future of Broadband in Saint Paui" will be accepted
by the Saint Paul City Council for further review and consideration.
2. The Saint Paul City Council expresses their gratitude and acknowledges all of the efforts of the BAC
members.

The Saint Paul City Council authorizes City staffto take a leadership role in the development of a
community fiber network consortium through continued discussion and further exploration with, at a
minimum, staff representatives from Ramsey County, the Saint Paul Public Schools and the State of
Minnesota, and to provide a progress report on the community fiber network parmership by January 15,
2008.
7 4. The Saint Paul City Council requests City staff work with members of the community to create an informal
8 working group to address Digital Inclusion/Digital Divide issues with the intent of providing a forum for
9 cross collaboration and providing the City with recommendations for addressing Digital InclusionlDigital
10 Divide issues.

12 This Resolution shall be effective immediately upon passage by the city council and approval by mayor, per ciry
13 ch arter Sec. 6.07.
