RESOLVED, that Fred S. Herring be permitted to install

and operate an 11 -car private off - street parking lot in conjunction
with a proposed 11 -unit apartment building to be constructed on the
south side of Iowa avenue between White Bear Avenue and Flandrau
Street, more particularly described as Lot 6, the west 30 feet of
Lot 5 and the east 30 feet of Lot 7, Block 2, L. T. Lawton's Subdivision
of Lot No. 8 of Kerwins Outlots, in accordance with plans approved
September 6, 1962, subject to compliance with the provisions of all
ordinances governing the operation of parking lots, and to the condi-
tion that the sidewalk abutting said premises be kept clean and free
of ice and snow at all times.

with a proposed 11 -unit apartment building to be constructed on
property located on the south side of Iowa Ave. between White

of Lot 7, Block 2, Lawton's Sub., in accordance with plans approved

Dear Madam:
This is in the matter of the application of Fred Herring for a permit
to install and operate an ll•car private off -steet parking lot in con-
junction with a proposed 11 unit apartment building to be constructed
on property located on the south side of Iowa Avenue between White Bear
Avenue and T'landrauStreet and described as Lot 6, the west 30 feet of
Lot 5 and the east 30 feet of Lot 7, Block 2, Lawton's Sub.
On September 24, 1959, Lots 5, 6, 7, Block 2, Lawton's Sub. were re-
classified to a "C" residence district. On November 28, 1959, the City
'Council granted a permit for an 11 car parking lot on Lots 6, 7, and
.the west 20 feet of Lot 6. The applicant has shifted the site 10 feet
to the east and the matter has been referred back to the Council to
clarify the leg)l description. The property has a frontage of 100 feet
on Iowa Avenue and a depth of 126 feet, resulting in an area of 12,600
square feet. South and across a graded alley is vacant land fronting
on E. Hoyt Avenue and also an off - street parking lot accessory to the
Lincoln Park Savings and Loan; east and adjoining is vacant land zoned
commercial, farther east is a filling station fronting on White Bear
Avenue; north across Iowa Avenue is vacant land which is zoned commer-
cial; west and adjoining is vacant land, farther west are single- family
residences fronting on E. Iowa Avenue.
The Traffic Engineer has approved the plan which meets the standards for
this type of facility. The proposal meets the required standards for
density and building ground coverage. Field investigation discloses no
objection as the proposal would provide a transition use between the
commercial activities and the residential area.
In consideration of the above factors, the Board of Zoning recommends
the granting of the permit for an 11 car private off - street parking lot
on the above described property in accordance with plans approved
September 6, 1962.
