Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why�:
The Mayor's Administration has requested that the Office of Human Resources study the proposed new unclassified posirion titied,
Emetgency Management D'uector for the establishment of appropriate compensation. The March 2007 TriData Fire Audit ceport
indicated concern with the state of emergency preparedness in the City of Saint Paul. It stated on page rivelve: "To impmve emergency
mangement we recommend that it become its own department that reports directly to the mayor. It should be staffed with a full-time
director, planner, and exercise specialist." The audit recommend the new department and director position since the City is not part of
the Ramsey County Emergency Operations Plan. The Office of Human Resowces study included reviewing the structure of other
emergency management operations within Minnesota and conducting an extemal and intemal salary survey to assist in determining
the salary.
