O'Connell City Clerk Building Dear Madam: This is in the matter of the appeal of Concordia College for a waiver of the building height limitations on property located on the south side of St.'Antbony Avenue between Hamline Avenue and Griggs Street ,and described as the Concordia College Campus. This property is located in Height District I and borders on Height District II. Height District I limits the height of buildings to 40 feet. Concordia College proposes to erect a new dormitory building which will be nine stories high, and in order to do so must secure Council permission to waive the limitations of Height District I. The proposed structure will maintain a 27 foot setback from St. Anthony Ave- nue, and with the exception of the industrial uses north across the freeway will be surrounded by existing college buildings and campus. Field investigation discloses no objections to the proposal, as it will provide more open area and will not have a detrimental effect on any other property. In consideration of the above factors, the Board of Zoning recommends the granting of the appeal for a waiver of the building height limit- ations of Height Distric$ I to permit the construction of a nine -story dormitory building, subject to a building line setback of 27 feet from St. Anthony Avenue, on the above described property. We are presently preparing drawings for the erection of a new dormitor 4 building on one of the sites along St. Anthony Avenue. This is the first of a number of building programs which will be implemented in the near future in order to satisfy the increased enrollment and expansion due y to Concordia College's recent advancement to a four year senior college. As you know, the college is located in a relatively densely populated i area of the city and new land is difficult and expensive to acquire. This 1 land problem was recently compounded when the Highway Department ) condemned the college's athletic field for the St. Anthony freeway develop- :in.ent. In recognition of this problem we have decided that the new dorm- itory building will be n.i� ny a stories in an attempt to reduce the land - usage. J We feel that if the new building line is approved by the Council it will in no way be detrimental to the city or the college for the following reasons: 1. The St. Anthony freeway will create a great distance between buildings facing St. Anthony on the north and south. j 2.
