RESOLVED, upon the pertinent appeal of Concordia College
of Saint Paul, under the Zoning Code, that the provisions of said
Zoning Code hereby are determined and varied to the extent necessary
therefor, and a special permit hereby is granted unto said -appellant.,
as the owner of the subject real estate designated as Concordia
College Campus, within the corporate limits of the City of Saint Paul,
for the construction and maintenance on said real estate of the
presently proposed 9 –story Dormitory Building of said appellant,
in accordance with plans and specifications therefor prepared by a
Registered Architect and approved by the City Architect, subject to
the proviso that said proposed Dormitory Building as constructed
and maintained on said premises, -shall be set back 27 feet distant
from the south line of St. .Anthony -Avenue upon which the same abut.

Dear Madam:
This is in the matter of the appeal of Concordia College for a waiver
of the building height limitations on property located on the south
side of St.'Antbony Avenue between Hamline Avenue and Griggs Street
,and described as the Concordia College Campus.
This property is located in Height District I and borders on Height
District II. Height District I limits the height of buildings to
40 feet. Concordia College proposes to erect a new dormitory building
which will be nine stories high, and in order to do so must secure
Council permission to waive the limitations of Height District I. The
proposed structure will maintain a 27 foot setback from St. Anthony Ave-
nue, and with the exception of the industrial uses north across the
freeway will be surrounded by existing college buildings and campus.
Field investigation discloses no objections to the proposal, as it will
provide more open area and will not have a detrimental effect on any
other property.
In consideration of the above factors, the Board of Zoning recommends
the granting of the appeal for a waiver of the building height limit-
ations of Height Distric$ I to permit the construction of a nine -story
dormitory building, subject to a building line setback of 27 feet from
St. Anthony Avenue, on the above described property.

We the undersigned, on behalf of Concordia College Saint Pak as
their Architects, hereby appeal under provision of the zoning code
establishment of the building line on the south side of St. Anthony Ave
between Hamline and Griggs Ave �fept roperty legally escribed as
Concordia Co ege ampus, to e 0 from the property line, or at
the property line. - .
We are presently preparing drawings for the erection of a new dormitor 4
building on one of the sites along St. Anthony Avenue. This is the first
of a number of building programs which will be implemented in the near
future in order to satisfy the increased enrollment and expansion due y
to Concordia College's recent advancement to a four year senior college.
As you know, the college is located in a relatively densely populated i
area of the city and new land is difficult and expensive to acquire. This 1
land problem was recently compounded when the Highway Department )
condemned the college's athletic field for the St. Anthony freeway develop-
:in.ent. In recognition of this problem we have decided that the new dorm-
itory building will be n.i� ny a stories in an attempt to reduce the land - usage. J
We feel that if the new building line is approved by the Council it will in
no way be detrimental to the city or the college for the following reasons:
1. The St. Anthony freeway will create a great distance between
buildings facing St. Anthony on the north and south. j
2. The present St. Anthony Avenue will now become a service road
which will not be heavily traveled.

3. Concordia College ownes and controls all of the property in
question between Hamline and Griggs and therefore this decision
could affect no other property owners.
At the time of the public hearing of this matter please notify the under-

We the undersigned, on behalf of Concordia College of Saint Paul do
hereby appeal under provis'.ion of the zoning code for the waiving of
building height limitations as stated in the Building Zone Ordinance
No. 5840 with amendments to January 26, 1954, Article 2, Section 10.
Please disregard our letters dated August 29 and August 14, 1962. At
their meeting of September 6, 1962 the Zoning Board was not inclined
to recommend approval of our request for a new building line establish-
ment and we therefore withdraw that appeal.
At the time of public hearing of this matter please notify the undersigned
of time and place of hearing.
We wish to thank the Council for their indulgence and hope for favorable
consideration in this matter.
