RESOLVED, upon the application of Phalen Center, Inc., as
owner of the subject real 4state, under the Zoning Code, that a permit
hereby is granted unto said applicant for the establishment and maintenance
of a special use off - street private parking facility with a capacity for
the parking of 118 motor vehicles, in conjunction with four proposed
12 -unit apartment buildings in and upon the premises abutting on the
north side of Rose avenue immediately east of Barclay Street in the

Dear Madam:
This is in the matter of the application of Phalen Center Inc. to install and
operate a 48 car private off - street parking lot in conjunction with four 12-
unit apartment buildings to be constructed on property located on the north
side of Rose Avenue•.Cast of Barclay Street and described as Lots 11 thru 20,
Block 1, Maryland-Heights Addition.
On August 18, 1962, the City Council reclassified this property to a "C" resi-
dence district. The property is now vacant and has a frontage of 121.47 feet
on Barclay Street and approximately 395 feet on Rose Avenue. A Portion of this
rectangular tract has been taken for the purpose of constructing a cul -de -sac
at-tbe east end of Rose Avenue which leaves a total area for the subject pro-
perty of approximately 45,620 square feet. North and adjoining are the rear
yards of single - family residences fronting on Maryland Avenue; east and adjoin-
ing is the East Side Armory building and parking lot; south and across Rose
Avenue are recently constructed apartment buildings which were built by the
applicant; west and across Barclay Street is vacant land zoned light industry.
Field investigation discloses no objection to the proposed apartment use. This
proposal meets the required standards for building ground coverage; however,
because of the property acquired for the cul -de -sac, the subject property is
2,380 square feet short of the required area to meet the density standards for
48 units, and therefore, would only qualify for 45 units. A vacation of the un-
improved platted alley adjoining the subject property on the north.would increase
the area of the applicant's site sufficiently to permit the requested 48 units.
The Traffic Engineer has approved the plan which meets the standards for this
type of facility.
The Board of Zoning considered this matter at their regular meeting on September 6,
1962, at which time the staff reported that the applicant had the necessary
48,000 square feet. However, at the time of preparing this report, it was dis-
covered that a deficiency inthe lot area exists as indicated above. The Board
of Zoning recommended approval of this application on the basis of 48 units
and 48,000 square feet of lot area, but on the basis of the actual area of only
45,620 square feet, it would not be necessary to grant a relaxation of the
density requirements to permit 48 units on this site unless the above mentioned
alley were to be vacated.
