Appeal of Vincent Peterson to a Code Compliance Inspection Report for property at 779
6th Street East. (LIEP, NHPI)
Vincent Peterson, property owner, stated he owned Ranger Security in St. Paul and decided to
purchase rental properties in this neighborhood in an attempt to clean up some of the problems in
the neighborhood. He had purchased a four-plex on the corner of 6th Street and Hope, the
duplex at 779 6th Street and the duplex next to this property. It was lus intention to rehabilitate
779 and to live in the upper unit while renting the downstairs unit. Ae believed he would be able
to better monitor the activities of the other two rental properties on either side of his property if
he lived upstairs. When he bought the properiy, he was not told it was a Category II vacant
building and there was no Truth-in-Sale of Housing report provided to review the deficiencies to
the property. The previous owner had only told him that he was selling the property as he
couldn't affard to replace carpeting, paint and make other surface repairs to the interiar of the
house. He had made approximately $15,000 worth of improvements and then received the Code
Compliance Inspection Report. He then contacted St. Paul Plumbing and Heating and received
an estimate from them in the amount of $15,OQ0 which he could not afford in addition to the
$15,000 in repairs he had already made. As a result, he was unable to live at the property and
was unable to rent the lower unit which was an extreme financial hardship to him. He did not
believe the building should be classified a Category II vacant building.
Ms. Moermond stated she had reviewed the inspection report and according to the inspector, the
property was not safe to live in. In particular, there were issues with gas piping, gas venting and
water piping that were incorrect and gas pipes that needed to be capped, which were just a few of
Uae life-safety issues to the building. She suggested Mr. Peterson contact an attorney as this was
a private matter between him and the seller for non-disclosure as to the condition of the properiy.
She also suggested he consider refinancing the property to be able to afford the necessary repairs.
She pointed out that Mr. Peterson could personally make all the repairs to his unit, however,
licensed contractors would need to be hired to do the work in the rental unit.
Mr. Peterson stated that he had contacted an attorney and was going to pursue legal action.
According to his attorney, the seller, Mike Simon, also owned many other properties in St. Paul
and he was concerned there were other properties Yhat were being sold in this poar a condition.
Ms. Moermond stated she would check with Connie Sandberg, NI3PI, TISH Program
Coardinator, on the Truth-in-Sale of Housing report on this properry and would let Mr. Peterson
lrnow the outcome. She suggested he contact Michelle, Vojacek in PED to see if there was any

financing available through the City to be able to make some of the necessary repairs. The
property, however, could not be occupied until the necessary repairs were made in accordance
with the Code Compiiance Report. Therefore, the appeal was denied.
