Dear Madam:
This is in the matter of the application of the Spiegler Construction
Company to install and operate a 19 car private off-street parking lot
in conjunction with a proposed 19 unit apartment building to be con-
structed on property located on the south side of Grand Avenue between
Prior and Cleveland Avenues. The property is described as Lots 23, 24,
25, and all of Lot 26 except the west 30 feet thereof, Block 3, Rosedale
Park and is zoned commercial.
The site is occupied by two single - family residences which will be re-
moved for the proposed construction. The property has a frontage of 130
feet on Grand Avenue and extends to a depth of 150 feet, resulting in an
area of 19,500 square feet. West and adjoining is a three -story apartment
bui' ding; north and across Grand Avenue are multi- and single - family
residential uses; south and across a platted alley are single - family
residences fronting on Lincoln Avenue; east and adjoining is a single - family
residence.
Field investigation discloses no basic objection as it is felt that the
residential use proposed is preferable to a commercial use. The proposal
meets the required standards for density and building ground coverage. The
Traffic Engineer has approved the plan which meets the standards for this
type of facility.
In consideration of the above factors, the Board of Zoning recommends the
granting of the application for a permit for a 19 car private off-street
parking lot on the above described property in accordance with plans
approved September 6, 1962.
