2 W�REAS, the Saint Paul Police Department's VolunYeer Services and Community
3 Services Units are seeking endorsement to sponsor a banquet at the Holiday Inn East,
4 Saint Paul, on Saturday, April 17, 1999, for the Department's volunteer groups. These
5 volunteers provided thousands of hours of free labor this past year, and

WHEREAS, the purpose of this banquet is to recognize the services that these groups
provide to the City of Saint Paul and the Police Department. Public events in the City
such as the Winter Carnival, Taste of Minnesota, Grand Old Days, etc., would not be
possible without the support and services of these volunteers. They are also responsible
for providing security and traffic control at all of the festivals, local parades and similar
events throughout the city, and
WHEREAS, the only recognition these volunteers receive is via the awards banquet and
it is important to the morale of these groups that time is taken to recognize their
contributions. Awards and plaques are presented at the banquet to those volunteers who
contribute the most, which is an incentive to the rest. Moneys needed for this banquet
would provide for the room rental, decorations, and meals, and
NOW, BE IT ORDERED, the proper City Officials are hereby authorized to pay for
costs associated with the above mentioned banquet, not to exceed $7,000.00 from account
code 001-04000-0299-40070 and 001-04000-0299-40071.

Every year, the Volunteer Services Unit and the Community Services Unit sponsor a banque[
for the Department's volunteer groups. These volunteers provided over 33,329 hours of
free labor in 1998 and this is the only form of recognition ehat they receive. The cost
o£ the banquet wi11 be approximately $7,000.00. It wi11 be held on Saturday,
April 27, 1999, at the Holiday Inn East, Saint Paul. This amount will cover all meal
e�cpenses .

is is the only vehicle we have to recognize the tremendous service that these groups
provide to the City and the Police Department. Every public event in the City such as the
Winter Carnival, Taste of Minnesota, Grand 01d Days, etc., enjoys the support of these
volunteers. In fact, without their help, we probably couldn't adequately staff these events.

Without the support o£ this function, the volunteers will undoubtedly begin to feel
that they are not appreciated. The likely result would be significant attrition in member—.
ship. With the increase of activities in Saint Paul, such an attrition would be
devastating to our ability to address the growing number of events.
