RESOLVED, that Clarence Lowe be permitted to install
,and operate a 29 -car private off- street parking lot on the
north side of Stillwater Avenue between White Bear .Avenue End
Van Dyke Street, in Saint Paul, more particularly described as
Lots 20, 212 22, 23, 21F, Block 6, Hazel Park Division 4, in
accordance with plans approved March 15, 1962, subject to com-
pliance with the provisions of an ordinances governing the
operation of parking lots and to the condition that the
sidewalk abutting said premises be kept clean and free of ice
and snow at all times.

This is in -the matter of the application of Clarence Lowe for a permit to
install and operate a 29 car private off - street parking lot in conjunction
with-one,17 -unit and one 12 -unit apartment building to be constructed on
property located on`the north side of Stillwater Avenue between White Bear
Avenue and Van Dyke Street and described as Lots 20, 21, 22, 23, 24,
Block 6, Hazel Park Division # 4. -On July 29, 1961, this property was
rezoned to "C" Residence for apartment development.
The site is vacant and at the street grade of Stillwater Avenue and has a
frontage of 200 feet on Stillwater Avenue and extends to a depth of 148.63
feet resulting in an area of approximately 29,726 square feet. The area
uses are single and two family residences with the exception of a filling
station located farther to the west at the northeast corner of Stillwater
and White Bear Avenues.
Field investigation discloses no basic objection as the land was rezoned
for this purpose. The Traffic Engineer has approved the plan which meets
the standards for this type of facility. The proposed development meets
the required standards for building ground coverage and density.
In consideration of the above factors, the Board of Zoning recommends the
granting of the permit for a 29 car off - street parking lot on the above
described property in accordance with plans approved March 15, 1962.
