PYMLM, upon the appeal of Maurice Lotterman and Rachel
Lotterman, pursuant to the Zoning Code, that the general provisions of
said Zoning Code relating to multiple residential density and building
ground coverage standards of Section 60.21+ of the Legislative Code in
respect of their application to the subject premises located on the west
side of Cleveland Avenue between Juno avenue and Files avenue, in the
City of Saint Paul, described as Lot 1,., Mullikents 2nd .Addition, be and
x the same hereby are determined and varied as required therefor so as to
permit the construction and maintenance on said premises of the presently
proposed 6 -unit apartment building and the permit therefor hereby is
granted,`.subject to compliance, otherwise, by the permittee, with all

Dear Madam:
This is in the matter of the appeal of Maurice Lotterman to relax
the building ground coverage standards of-Chapter 60.24 of the
Legislative Zoning Code for property located on the west side of
Cleveland Avenue between Juno and Niles Avenues which is described
as Lot 4, Mulliken's 2nd Addition. The property is zoned "C" resi-
dence._
The site is vacant and has a frontage of 53 feet on Cleveland Avenue
and a depth of 130.53 feet, resulting in an area of approximately
6,890 square feet. The applicant proposes to develop the site with
a six -unit apartment building with off - street parking for six cars.
The building proposed covers 2,909 square feet of the site, or 42.4%
of said site whereas Chapter 60.24 of the Legislative Zoning Code limits
the building ground coverage to 357'o of the site which, in this case,
would not allow a building having a ground area in excess of 2,412
square feet. In order to construct this building, it is necessary
for the applicant to secure a relaxation of Chapter 60.24 from the
Council.
North and adjoining is a single - family residence fronting on Cleveland
Avenue; south and adjoining is a 21 story frame apartment building and
a four -bay block garage which front on Niles Avenue; east across Cleve-
land Avenue is St.Catherine's College grounds; west and across a
graded alley is a single- family residence fronting on Niles Avenue.
Field investigation discloses that this property should be developed in
accordance with the provisions of the Zoning Code as the proposed
building would crowd the'site and said relaxation would not be in
keeping with the purpose and intent of the Zoning Code. The site is
level and at the street grade of Cleveland Avenue and could be developed
with a building which would meet the requirements of the Code.
The Board of Zoning considered the matter attheir regular meeting on
May 3, 1962 and recommend the denial of the appeal in that the proposed
building would exceed the allowable building ground coverage by 7.2%
or 497 square'feet which they felt was not reasonable or desirable.
