An ordinance establishing regulations for the issuance of library cards for use in the Saint Paul Public Library. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. Subject to the following provisions, the Saint Paul Public Library shall issue free library cards to: (a) residents of the City of Saint Paul. Sec, 2. Non- residents described in subdivisions a -h of this section shall have the same privileges as residents: i (a) Persons living on Minnesota State property lying adjacent to the northwest City Limits. of Saint Paul and limited to the State Fair - Grounds, Saint Paul Campus, Commonwealth Terrace, and University Grove East. ,. (b) Firms, companies, clubs, associations, newspapers_ and other organizations doing business in or carrying on activi- ties within the City of Saint Paul. (c) Persons -and members of their immediate families paying taxes, real or`personal, to the -City of Saint Paul. (d) Persons employed, within the City Limits of Saint Paul. (e) Persons employed full -time on Minnesota State property adjacent to the northwest City Limits of Saint Paul and limited to the State Fair Grounds, Saint Paul Campus, Commonwealth Terrace, and University Grove East. (f) Students attending elementary or secondary schools within the City of Saint Paul. (g) Students attending the University of Minnesota or any other college or special school within the City of Saint Paul if registered for nine or more course credits. (h) State Legislators and members of their immediate families during the Legislative Session. Sec. 3. Non- residents of the City of Saint Paul not included in Section 2 of this ordinance are entitled, upon payment of a Five Dollar ($5.00) annual service charge, to use of all library services. Sec. 4. Sec. 5. Any person giving false information for the purpose of receiving a free library card or library service under any of the foregoing sections shall be guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than Twenty -five Dollars ($25.00) or imprisoned for a term not to exceed five (5) days. Sec. 6 This ordinance shall take effect and be in force thirty 0303 days from and after its passage;. -approval and publication. 1-1 Sec. 7. This ordinance shall be deemed a part of the Saint Paul Legislative Code and shall be incorporated therein and given an appropriate chapter and/or section number at the time of the next revision of,the said Legislative Code.
