1 Whereas, the 56th Annual Southem Police Institute Retraining Conference was held in St. Paul the last week of
2 July 2007 and the conference was co-sponsored by the S[. Paul Police Department in conjunction with the Southem
3 Police Institute Alumni Association of which Senior Commander Colleen Luna was the national president for 2007;

Whereas, the Southem Police Institute is one of only three nationally recognized law enforcement executive
management schools in the country and members of the St. Paul Police Department attend one thirteen week
adminisfrative course each yeaz; and

Whereas, Senior Commander Colleen Luna began working on the 56th Annual Retraining Conference several
yeazs ago as the 3rd vice president of the organization with the support of the Saint Police Department and commander
David Mathison assisted her with the conference organization beginning in January of 2006; and
14 Whereas, organizing an event of this magnitude required countless hours of negotiating contracts for hotel rooms;
15 developing training curriculums; finding qualified instructors; establishing committees to plan meals and activities for
16 conference attendees, spouses, and children; raising the necessary funding and sponsorship to promote the conference, the
17 St. Paul Police Department, and the City of St. Paul itself. A national event planner was hired to assist with these
18 tasks and run the conference, however the organization quit six weeks prior to the event without planning anything or raising
19 any funding; and

Whereas, national event planner quit, Senior Commander Colleen Luna and David Mathison established planning
committees and were the primary decision makers for the entire conference. Critical decisions for staffing, haining, meals,
lodging, transportation, and the general welfaze of conferees were required on an hourly basis, 24 hours a day for the duration
of the event and incurred a cost of $806 each for the use of the hotel, the crown plaza; and
Whereas, a command post was staffed everyhour of the entire week so conference attendees had a point of contact for
emergencies and other needs. Several attendees required referrals to medical facilities during the week and two families had
to leave because of other emergencies. Daily updates concerning training and activities were written each evening and
distributed to each hotel room of attendees. Both Senior Commander Colleen Luna and Commander David Mathison
warked diligently with hotel staff to xesolve issues such as accommodations, deliveries, technical equipment used in training,
and overall ]iaison as members representing the department and the city. The average worldng day for both began at 5:00 a.m.
and did not conclude until 1:�0 a.m. the following day; and
Whereas, without Senior commander Collen Luna and Commander David Mathison being on site for the entire duration of the
event at the host hotel , the event would not have been a success.The city and the departrnent as a whole would not have
come across in a favorable light. Several attendees commented on how well the event ran and the superior quality of the
training facility and deparhnent staff ; and
Whereas, Director Walsh sent a letter of recognition to both Senior Commander Collen Luna and Commander David Mathison
stating the 56th annual conference was one of the best managed events in the past 14 years. He reiterated this message to the
incoming Administrative Officers Course members,of which a Saint Paul Sergeant is attending .This conference shone brightly
on the Saint Paul Police Department, its management team, and the city of Saint Paul ; and
Now, therefore be it be resolved , that Senaor Commander Colleen Luna and Commander David Mathison be reimbursed for
the expense of the hotel stay not to exceed $806.00 ( eight hundred six dollazs and no cents) each.
