1 RESOLVED, that the City of Saint Paul, Police Department, is authorized to enter into the attached
2 agreement, which includes an indemnification clause, with Camp Ripley to use Camg Ripley grounds
3 and faciliries from September 24, 2007 through September 27, 2007, to train the Saint Paul Police
4 Department Special Weapons and Tactics team (SWAT). A copy of said agreement is to be kept on
5 file and on record in the Office of Financial Services.

The Saint Paul Police Special Weapons and Tactics team (SWAT) has unique needs to accomplish its mission. Many of the skilis
needed require facilities and locations not available locally. The SW AT [eam needs a faciliry with ranges that can be used after dark
and a facility tha[ can provide reactive targets an.d a large locale to allow the team members to h�ain simultanenusly, _. �;,, �,_

FOR THE USE OF CAMP RIPLEY GROUNDS AND FACILITIES
This lease to use Camp Ripley Grounds and facilities is issued on Friday, June Ol, 2007
by the Camp Ripley Commander to St. Paul Police Deparkment hereafter callec3 the
LESSEE. This lease, to be used on, 9/24/2007 through 9/27/2007 is issued for the
following purpose and limited to the following activities:

2. Liability. The State of Minnesota shall not be responsible for damages to
properry or injuries to persons which may arise from, or be incident to, the use of Camp
Ripley grounds and facilities. The State of Mimiesota shall not be responsible for any
claim, regardless of kind, related to activities undertaken pursuant to ttus lease. The lease
shall indemnify and hold hazmless the State of Minnesota from any and all claims,
damages, expenses and liabilities arising out of its use of Camp Ripley's grounds and
facilities.
3. Permits and Licenses. The lessee shall obtain all pernuts and licenses
required for its activities at Camp Ripley. The State of Mimiesota sha11 not be
responsible far the lessee's failure to obtain such permits and licenses or to comply with
any other requirements imposed upon the lessee for the conduct of its acrivities.
4. Compliance With Laws. The lessee shall comply with all applicable
laws, ordinances, rules and regulations. The State of Minnesota shall not be responsible
for the lessee's failure to comply.
5. Insurance. The lessee shall obtain adequate insurance coverage for
persons and property associated with activities conducted pursuant to this lease.
6. Internal Security. The lessee shall be responsible for intemal security of
personnel and properiy within the areas assigned to it. The lessee accepts full
responsibility for the conduct of all persons admitted to Camp Ripley pursuant to this
lease. The lessee sha11 report immediately any violations of laws, ordinances, nxles or
regularions, including the Camp Ripley Regularions, to the Camp Ripley Security Farce
at the Main Gate or Building 2-99, Ext. 7339.
7. Liability for Damage to Camp Ripley. The lessee shall at all times
exercise due diligence in the protection of Camp Ripley grounds and facilities. In the
case that any property of the United States or the State of Miunesota is damaged or
destroyed by the lessee incident to the use of Camp Ripley, the lessee shall Pav an amount
sufficient to compensate for the loss sustained by the United States or the State of
Miimesota by reason of damages to, or destruction of, government properry.
8. Vacating Premises. On or before the date of the expiration of this lease
or its terniiva6on, the lessee shall vacate the gounds and facilities assigned to it and
restore the grounds and facilities to as good order and condition as that existed upon its
azrival.

9. Cancellation by Caanp I2ipley Comrnander. This lease may be canceled
bp the Camp Ripley Co�n:mander at any tima and for any reason. No claim :or damages
to the lessee from an}� such cancellation shall be asserted or maintained against the State
efMinnesota.
10. Caaceilatian by Lessee. The Iease may be canceled at any time and for any
reason. The lessee may be liable for expenses incurred by Camp Ripley for the period
beginning 34 days prior tc� its a.nticipaied arrival at Cam� Riptey. Writtzn r.otice of
canceltation mvst aiso be received.
