Dear Madam:
This is in the matter of the Jewish Community Center's 1) appeal to establish
a building line of 12 feet for the building and a 9 foot setback for the park-
ing lot and 2) application for a permit to install and operate a 162 car off-
street parking lot on property located on the south side of St. Paul Avenue
between Edgcumbe Road and Davern Street and which is described as Lots 1 to
14 inclusive, Block 5; Lots 1 to 7 inclusive, Block 6, Granport,Addition to-
gether with that part of Worcester Avenue between the west line of Lot 7,
Block 6, and the'east line of Lot 1, Block 5, both extended north to the south
line of St. Paul Avenue and that part of Wheeler Street now vacated lyingibe-
tween Lot 1, Block 6 and Lot 14, Block 5, Granport Addition. This property was
rezoned to "C" residence on April 24, 1959 as part of a larger tract.
The site is vacant and has a frontage of 949.5 feet on St. Paul Avenue and a
depth of 188.7 feet on Davern Avenue resulting in an area of approximately
179,170 square feet. North and across St. Paul Avenue are a number of apart-
ment buildings now under construction, also vacant properties and a single -
family residence fronting on Davern Street; west and adjoining is vacant land
classified "C" residence; east and across Davern Street is vacant land classi-
fied "C" residence; south and adjoining is the Ford spur tract; south of the
railroad right -of -way are single- family residences which front on Field Street.
Because the design and size of the building are such that it utilizes all but
12 feet of the lot depth, it is necessary to secure a relaxation of the required
38 foot setback for the building. By securing a relaxation of the required 19
foot setback to nine feet for the parking lot, the applicant is able to park
approximately 27 additional cars.
Field investigation discloses no objection to the proposal as submitted as it
would not have a detrimental effect on any other property, nor would it de-
viate substantially from the purpose and intent of the Ordinance. The Traffic
Engineer has approved the parking lot plan which meets the standards for this
type of facility.
In consideration of the above factors, the Board of Zoning recommends 1) the
granting of the appeal to establish a setback of 12 feet for the building and
a setback of 9 feet for the parking lot, and 2) the granting of the appli-
cation for a 162 car off - street parking lot on the above described prope ty
in•accordance with plans approved November 5, 1962.
