R'HEREAS, the Human Resources Department is in neecl of the services of a labor
relations consuhant pursuant to §23.03(1) of the Saint Paul Administrative Code to assist in
training managers in Labor Re]ations and to provide expert advice concerning labor
negotiations and interactions with the Bureau of Mediation Services; and
WHEREAS, Frank Madden is a recognized expert in the area and has agreed in the
past to provide these services pursuant to the terms of the attached agreement that was adopted
by the City Council on September 14, 2005, Council File No. OS-837; and
WHEREAS, the City proposes to e�ctend this original contract under the same terms
for a total expenditure not to excced $ I5,000; and now therefare be it
RESOLVED, that the City Council hereby approves the extension of the contract with
Frank Madden as Labor Relations Consultant and authorizes the appropriate City officials to
sign this e�ension contract on behalf of the City.

With staffi¢g reassignments there is a need for kaining and consultation with a person whu has e�ensive experience in public labor
negotiarions and interactions with ttie Bweau of Mediation Services with a possible upcoming interest arbitration.

settlements with City bargaining units.

City will not have an experienced outside public labor consultant available and will not Lave access to labor negotiation advice and
BMS procedures. This may negarively impact ovr ability to present a good arbitration and may impact the pattem already established
with the ott�er labor unions. It is important t4iat the Ciry give the best representation to ensure tUat the pattem set by other unions iu
volurnary settlements is maintained and not broken by one union going to interest arbitration.
