"An ordinance fixing the duties and responsibilities
and the minimum qualifications for the various classes- of
positions in the Classified Service of the City, it
approved February 13, 1935, as amended.
THE COUNCIL OF THE CITY OF SAINT PAUL, DOES. ORDAIN:
Section 1. That Ordinance No. 76.07, approved February 13,
1935, as amended, be and the, same .is hereby further amended by striking
out the titles and specifications, for the following:

Section 2. That said ordinance, as, amended, he and the same

Duties and responsibilities:
Under supervision,' to perform professional sanitarian work in the .
enforcement of the health code, to perform worl� in the investiga-
tion and inspection of public axid "private - buildings and facilities
for the purpose of enforcing the housing code; and to perform
related work as assigned.
Examples of work performed:
In enforcing the health code --
To carry out �.ssigned investigational and /or educational programs
in the field of public health.
To interpret and enforce public health lawsf ordinances, and
regulations.
To inspect buildings, dwellings, food establishments, and other
places as to conditions or practices that may be dangerous to
public health and /or vioiation of public health laws, ordinances,
or regulations.
To investigate domestic water supplies, sewage disposal facilities,
and the disposal of other community wastes.
To conduct surveys and analyze data obtained thereby°
To assist in epidemiological investigations.
To establish and release quarantines.
To investigate complaints about insanitary conditions, illegal
practices or spoiled, � adulterated, or infected foods.
To issue orders relative to the abatement of insanitary conditions.
To collect food and drink samples _for laboratory analysis.
To consultP advise, and instruct food establishment proprietors
and others relative to acceptable public health methods.
To keep records and make. written reports of work performed.

To inspect exterior property areas with regard to sanitation, gradings,
and drainage, weeds, and insect and rodent harborage.
To inspect the exterior of structures with regard to the condition of
foundations,, walls, and roofs, stairs, porches, railings,
windows, doors, hatchways, and screenings. "
To inspect the interior of structures with regard to dampness,
condition of structural members, the safety of interior stairs
and railings, the imperviousness of bathroom floors, sanitation,
and insect and rodent harborage. -
To inspect the basic facilities in occupancies with regard to type and
number of water closets, lavatories, bath tuba or showers, kitchen
sinks, water and sewer system connections, water heating
facilities, heating facilities, incinerators, rubbish storage
facilities, garbage storage or disposal facilities, and other
sanitary facilities.

To inspect occupancies with regard to the condition and number of /, �J
plumbing fixtures and systems, heating equipment, electrical
outlets and fixtures, and with regard to ceiling heights, floor
areas, sleeping rooms, access, and location of bath and sleep-
ing units.
To inspect occupancies with regard to light and ventilation both
natural and artificial, safety from fire, and general maintenance
and cleanliness.
To inspect rooming houses with regard to bathroom facilities, floor
area for sleeping purposes, bed linen and towels, and shades and
drapes.
To investigate complaints concerning violations of the housing code.
To consult with and advise building owners, operators, and occupants
regarding requirements of the housing code.
To keep records and make reports of inspections and investigations.
Minimum qualifications:
Two years' experience as a Health Sanitarian or as a Sanitarian Aide.

Duties and responsibilities:
Under supervision, to be trained in and to perform professional
sanitarian work for the purpose of enforcing the health code, and
in the investigation and inspection of public and private buildings
and facilities for the purpose of enforcing the housing code; and to
perform related work as assigned.

To receive instruction and training regarding the enforcement of the
health code in how --
To assist sanitarians in charge of carrying out investigational
and educational programs in the field of public health.
To assist sanitarians in charge of interpreting and enforcing
public health laws, � ordinances and regulations.
To inspect buildings, dwellings, food establishments, and other
places as to conditions or practices that may be dangerous to

College graduation with at least 18 quarter hours of chemistry and
18 quarter hours of biology and bacteriology. (No substitution for
education. ) Applicants must be under 35 years of age.
