consent of the Mayor and the Comptroller, to Rent from MIDWAY TRACTOR & EQUIP-
MENT COMPANY one Heavy Duty Tractor with backhoe and loader for one month at
an estimated cost of $600.00, without advertisement or competitive bids pursuant
to Section 291 of the City Charter as an emergency exists where failure to act
promptly would work hardship to the best interests of the City.
