Arrigoni to rezone from "B" to "C" residence property located on the east side of Forest Street and the west side of Duchess Street between Sims Avenue and Wells Street which is described as Lots 12 through 17 inclusive, Block 3, Auditor's Sub. # 7. On October 23, 1962, the Commissioner of Finance reported the petition sufficient with the owners of 16 of a possible 20 (807o) tracts of land within the prescribed 100 foot radius having signed the petition. The property consists of 6 platted lots; 5 of these are vacant and the sixth one is developed with a single - family residence. It is proposed to develop the property for multi- family use, but no definite plans were submitted. The subject property has double street frontage, consisting of 300 feet on frontage on the east side of Forest Street and 300 feet on the west side of Duchess Street, extending a distance of 132.2 feet between the two streets. The total area of the tract is approximately 39,660 square feet. East and across Duchess Street are single- family residences fronting on said street; north and adjoining is a two - family residence fronting on Forest Street; to the west and across Forest Street are single and two - family residences which front on York Avenue and Forest Street; south and adjoining is a large single - family residence, farther south across Wells Street is the Northern States Power substation. Field investigation discloses that this reclassification would establish a proper transitional zone and use between the predominantly industrial character of the area to the south and the residential uses to the north. It appears that the property directly to the east and west ultimately should be developed for multi- residential purposes.
