as collateral security for deposits of public funds of the
City of Saint Paul with Northwestern State Bank, of
St. Paul, Minnesota, hereby is authorized and approved,
such to be done in conformance with the applicable statutes
of the State of Minnesota, and subject to the following
conditions: That such substituted securities, at the
time of such substitution, shall have a market value suf-
ficient, together with the market value of the original
collateral securities for said pur ose, if any, for v+h. ich
no substitution is made, equal to 110 for every $100 of
deposits of public funds of said City with said bank and
that the holder or custodian of such collateral securities,
on the day of such substitution, shall forward by registered
or certified mail to the Comptroller of said City of Saint
Paul and said depository bank a receipt specifically de-
scribing and identifying both the collateral security so
subs'tituted'and those released and returned to said deposi-
tory bank.
