Council City of Saint Paul Gentlemen: r You referred to this office a request of the United States Gypsum Company for permission to construct a six foot high cyclone type fence with three strands of barbed wire on top. An examination has been made of the site and the applicant has been interviewed. It is recommended permission be granted for this fence, with the stipulation that the barbed wire on top of the fence be slanted inwards along the rail- road tracks, and the applicant should be advised that a permit is required in addition to the permission given.
