According to our files, it has been a vacant building since October 19, 2004. The current property owners aze Deutsche Bank NA, per AMANDA and Ramsey county property records. The City of St. Paul has boarded this building to secure it from trespass. There have been twelve (12} Si.JMMARY ABATEMENT NOTICES since 2404. There have been eight (8) WORK ORDERS issued for: - Removal of improperly stored refuse - Removal of snow and ice Removal of tall grass and weeds Board up building On May 2, 2007, an inspection of the building was conducted, a list of deficiencies which constitute a nuisance condition was developed and photographs were taken. An ORDER TO ABATE A NLTISANCE BUILDING was posted on May 14, 2007 with a compliance date of June 12, 2007. Ordering the owner to remove or repair the building(s) at 335 Charles Avenue within fifteen (15) days from adoption of resolution. Mr. Magner stated the building was a two-story, wood frame, single-family dwelling with a detached two and one-half stall garage on a lot of 6,970 square feet and had been vacant since October 19, 2004, A code compliance inspection had been done on 7uly 16, 2007. The vacant building regishation fees were delinquent in the amount of $625 and the $5,000 performance bond had not been posted. On May 2, 2007, an inspection of the building was done and a list of deficiencies which consritute a nuisance condition was developed. An order to abate a nuisance building was posted on May 14, 2007 with a compiiance date of June 12, 2007. To date, the property remained in a condition which comprised a nuisance as defined by the Legislative Code. Ramsey County Taacarion estimated the market value of the land to be approximately $63,000 and The building to be $82,700. Real estate taxes for were current. Code Enforcement estixnates the cost to repair the building to be approximately $70,000 to $90,000. The cost for demolition was estimated to be approxunately $8,000 to $10,000. There had also been 12 summary abatements issued to this property since 2004, eight of which went to work order: to secure the building and the City had to boazd the building to secure it from trespass, remove unproperly stored refuse, remove tall grass and weeds and remove snow and ice. Mr. Magner stated that there originally was a structure at what probably would have been 337 or 339 Charles which he believed had been razed in the mid-90's and the vacant lot was subsequently purchased by one of the owners at 335 Charles which was added to the owner's parcel to increase the size of the lot. Mr. Magner stated that since they had no contact from any owner and there was no plan to rehabilitate the property, Code Enforcement recommends the building be removed within 15 days. The property then could be redeveloped into a larger, single-family home. Mr. Magner presented photographs of the property. Ms. Moermond asked why the building had been vacant since October, 2004. Mr. Magner stated that the building was condemned on October 14, 2005 due to lack of basic facilities including no water, no power and the exterior of the building was in disrepair. The property owner of record, Deutsche Bank, did not appeaz. No other parties of interest appeared. Ms. Moermond stated that after reviewing the records and since the owners ofrecord did not appear, she recommended removing the building within five days with no option for repair.
