RESOLVED, that the Northern Federal Savings & Loan Association
hereby is granted a special permit to install, maintain, and operate a
drive -in teller banking facility and a 40 car capacity off - street pa*ing
facility on the land of said Bank abutting on the north side of State
Trunk Highway No. 12, embracing and lying adjacent to the northwest corner
of said State Trunk highway No. 12 and Pedersen Street, in the City of Saint,
Paul, particularly .Oescrib,ed as the '.east 300 feet of Tract "C" Registered
Land Survey f91 lying south of a line measured at right.;angles from the east
line of Tract "G`and from a point thereon 330 feet north of the southeast
corner thereof; except therefrom any part of Pedersen Street vacated or to
be va.cate&12on file in the office of the Registrar of Titles within and for
said County, with driveways and necessary curb adjustments in accordance
with the plans therefor prepared by Associated. Architects and Engineers, Inc.,
dated September 5, 1962, hereby approved and filed herewith, subject to
the following conditions: that said Bank shall be obligated at -all times to
fully indemnify and hold harmless the City of Saint Paul against liability
on .account of -any and all claims for, damages for injury to person or property
resultant therefrom or' conn:ectbd with said Bank's ,installation, maintenance
or operation of-said drive -in teller banking facility or off - street parking
facility, and to procure and maintain, at all times, and at said Bank's own
cost and expense, public liability casualty insurance coverage indemnifying
said Bank .and said City against liability on account of petsoftal Inj- uriefl'Uto
. he r_extent of $250,000 for injury to one person ,and %500,000 for personal
injuries caused by.any one .accident, and on account of property injuries to
the extent of X100,000 on account of any single claim and WO,000 on
account of any single accident, and to file evidence of said coverage with
the Comptroller of said City, in form approved by the Corporation Counsel.
RESOLVED FURTHER, that said special permit, at .all times, shall
be subject to said Bank's proper

Dear Madam:
This is in the matter of the application of the Northern Federal
Savings & Loan Association to construct a bank with a drive -in
banking facility and an off - street parking lot for 40 cars on
property located at the northwest corner of Pede nd
highway 7_2,,_5e.xyic_e_Road..-._ The property is described as the east
300 feet of Tract "C" Registered Land Survey #91 lying south of
a line measured at right angles from the east line of Tract C,
and from a point thereon 330 feet north of the southeast corner
thereof, except therefrom any part of Pedersen Street vacated or
to be vacated on file in the office off the Register of Titles with-
in and for said county. The property is zoned commercial and has
been since 1957 when it was rezoned as part of the Sun Ray Shopp-
ing area..
The property which is now vacant is an irregularly shaped tract
having a frontage of approximately 350 feet on the north side of
Highway # 12 Seririce Road and a frontage on Pedersen Street of
approximately 270 feet; resulting in an area of approximately
55,000 square feet. To the east is the Sun Ray Shopping Center
and to,the south is Highway # 12 Service Road, otherwise the area
is vacant-.
The Traffic Engineer has reviewed and approved the plan which
meets the standards for this type of facility. Field investigation
discloses no basic objections.
In consideration of the above factors, the Board of Zoning recommends
the granting of the application for a 40 car parking lot and a drive -
in banking facility on the above described property in accordance
with plans approved October 18, 1962.
