ZONING,- CITY OF SAINT PAUL

Mrs. Agnes H. O'Connell

Dear Madam:
This is in the matter of the application of the Hayden Heights Baptist
Church to install and operate a 17 car private off- street parking lot
on property -located at the northeast corner of Hyacinth Avenue and Van
Dyke Street. The property is described as Lots 16 thru 20, Block 1,
Hazel Park Division No. 5. The zoning is "A" residence.
The site is presently developed with a church and a small parking lot.
It is proposed to enlarge the church structure and enlarge the parking
lot to 17 car spaces. The property under consideration has a frontage
of 200 feet on Hyacinth Avenue and 123.5 feet on Van Dyke Street, result-
ing in an area of approximately 24,700 square feet. The surrounding and
adjoining area uses are residential.
The Traffic Engineer has approved the plan which meets the standards for
this type of facility. The parking will be perpendicular off the alley.
Field investigation discloses no basic objection to the proposed parking
lot.
In consideration of the above factors, the Board of Zoning recommends
the granting of the application for a 17 car private off - street parking
lot on the above described property in accordance with plans approved
December 7, 1961.
