WI�REAS, Council File No. 92-140lbstablis�idential Permit Pazking in the azea adjacent to or near the Lincoln/V ictoria
intersection, the residents have now submitted a petition to expand residential pemut pazking in accordance with Chapter 168 of
the Saint Paul legislative code; and
WIIEREAS, the Council of The City of Saint Paul finds that the aforementioned residenrial azea does not have sufficient off-
sfreet parking to safely accommodate the residential pazking needs of the residents and the pazking needs of non-residents. The
Council further finds the frequent pazking of vehicles in this residenrial area by non-residential users has created residential
problems of a safety, environmental and aestheric nature.
THEREFORE, to enhance the quality of life in residential azeas by reducing noise, traffic hazazds and litter; to reduce air
pollution and other environmental factors, and to preserve the safety of children and other pedestrians; to preserve the character
of this dishict as a residential dishict and to protect the residents of these areas from unreasonable burdens in gaining access to
their residences;
NOW, THEREFORE, BE IT RESOLVED, that the following pazking regulations shall be in effect in the residenrial azea near
the Lincoln/Victoria intersection:
Except by Permit or unless otherwise posted, No Parldng 11:00 AM to 2:00 AM Every Day, Area 9, on the following streets:
Both sides of Milton Street from Lincoln Avenue to Goodrich Avenue.
Two guest pemuts and four vehicle pemuts will be made available to each household. No permiu will be available to owners or
employees of commercial or office buIldings.
BE IT FURTHER RESOLVED, that these pazking regulations will be in effect and enforced 30 days after City Council
approval.
