The particular service has been performed and the estimated costs as proposed by the Deparhnent of Publ�c Works are as follows: CLASS I-A - DOWNTOWAT STREETS Descriotion: Class I-A service has been performed on al] downtowu streets (face of curb to face of curb) within the following boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north, and Broadway on the east (except streets listed in Class I-B, Downtown StreeTS (Brick)). 2007 Level of Services: The downtown sneets have been swept tt�ee times per week and flushed five times per week. All ioutine maintenance, including patching and xepairing of street surfaces, lree trimming, and snow plowing has been performed on an as-needed bas�s. Assessment: All Class I-A service will be assessed at a rate of $11.10 pei assessable foot. CLASS I-B - DOWNTOWN STREETS BRICK) Descnption: Class I-B service has been performed on all downtown bnck streets (face of curb to face of curb): St. PeteT St., from Kellogg Blvd to Sixth St.; Wabasha, from Kellogg Blvd to Sixth St.; Fourth St., from St. Peter to Wabasha, Fifth St., from St. Peter to Wabasha; Sixth, from St. Peter to Wabasha; Market St., Kellogg Blvd to Fourth St.; Market St., Fifth St. to Sixth St.; Washington St., Kellogg to Fourth St.; Fourth St., St. Petex St. to W ashmgton St.; Fifth 5t., Mazket to St. Peter St.; Sixth St., Market to St. Peter St.; Kellogg Blvd, north s�de; Wabasha St, just west of Minnesota ( W ild) Club and adjacent to Xcel Arena; and Kellogg Blvd, south side: Seventh St to the RiverCentre Parking Ramp. 2007 Level of Services: The downtown sneets listed above have been swept three times per week and flushed five times per week. All routine maintenance, including patching and repairing of the bnck sh'eet surfaces, tree trimming, and snow p(owing has been performed on an as-needed basis. Assessment: Ali Class I-B service will be assessed at a rate of $13.23 per assessable foot. Page 1 of 5 (Attachment to GS# 3043091) (A) CLASS II - OUTLYING COMMERCIAL AND ARTERIAL STREETS Descriurion: Class II service has been performed on all outlying commercial and arterial streeu in the City. These are the major arteries in the City and have both heavy volumes of vehicular and pedestrian traffic and, in most cases, have business or commercial properties fronring on them Typical examples would be as follows: University Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Rice Street, Payne Avenue, Arcade Street, Snnunit Avenue, Grand Avenue, and others. All of these Class II sheets are accurately defined on a map available for viewing in the Department of Public Works, 900 Ciry Hail Annex, 2007 Level of Service: The Class II s�eets have been swept or cleaned approxixnately 13 times per season. All routine maintenance, including patching and repairing of sheet surfaces, sidewalk maintenance, right-of-way ttee maintenance and trimuring, and snow plowing has been done on an as-needed basis. Assessment: Under Class II service there are two assessment rates, one commercial and one residenrial. The wmmercial property rate is $6_02 per assessable foot and the residenrial property rate is $2_46 per assessable foot. CLASS III - ALL RESIDENTIAL STREETS Descriprion: Class III service has been performed on all residenrial streets including oiled slreets, paved streets and intezmediate type streets. 2007 Leve2 of Service; Residenrial sheets, including oiled, paved and intennediate streets, have received a thorough cleaning in the spring which included sweeping and flushing. Patching repau work, sidewalk maintenance, rigl�t-of-way ffee maintenance and h and snow plowing has been done on an as-needed basis. To further improve service and efficiency, a new chip sealing policy became effective in 2000: All residential streets (oiled and paved) will be chip sealed on an S year cycle. One-eighth of these residential streets (a total of 64 miles) will be chip sealed each year. In the fall leaves will be picked up from these streets. Assessment: Under Class III service there are two assessment rates. The commercial property rate is $4_52 per assessable foot and the tesidenrial propetty rate is $2_34 per assessable foot. Page 2 of 5 67-��7 (AttacHment to GS# 3043091) (A) CLASS IV - ALL OILED .AND PAV"ED ALLEYS Description: Class IV service has been performed on all oiled, paved and mtermediate type alleys within the City. 2007 Level of Service: All oiled, paved and intermediate alleys have been swept dtuing the season. All rouune maintenance, indudmg patching and repair of the alley surface, has been performed on an as-needed basis. To further improve service and efficiency, a new chip sealing policy became effective in 2000: All alleys (oiled and paved) will be chip sealed on an 8 year cycle. One-eighth of the total number of alleys (approximately 254 alleys) will be chip sealed each year. Assessmeni: Under Class IV service, there are two assessment rates. The commercial property rate is $Q_83 per assessa6le foot and the resident�al properry rate is $0.53 per assessable foot. CLASS V - UNIMPROVED STREETS Descnption: Service has been performed on all unimproved streets. By unimproved, we mean those streets that have not been developed for one ceason or anothet. They are platted City rights-of-way; however, the abutting residents have never petitioned for their improvement nor have there been any assessments levied. Because they are City rights-of-way, the City has the responsibiliry to perform minima] repairs and maintenance work on them to reduce any hazards or potential hazards. 2007 Level of Services: The maintenance and repair of fhese streets has consisted of patching, eninor bladmg, placing of crushed rock and other stabil�zed material, right-of-way tree maintenance and trimmmg, and snow plowing in order to make them passable and reduce hazards. Assessment: The assessment iate on ununpxoved streets is $2_38 pei assessable foot for conunercial properry and $1_34 per assessable foot for res�dential property.
