RESOLVED, by the Council of the City of Saint
Paul, that off icial cognizance be and hereby is taken and
recorded concerning the extensive, eminent and efficacious
public service career of Aloysius E. Smith, a native and
constant resident of the City of Saint Paul, which cul-
minated upon his death in his seventy - seventh year on the
16th of January, 1962; that hereby it is noted and recorded
that said Decedent as Councilman and Commissioner of Public
Safety of the City of Saint Paul, as Chief Inspector /of the
Minnesota State Industrial Commission, and in various other
capacities in the fields of civics, education and social
service, merited and attained an excellent and extensive
reputation for high moral caliber and extraordinarily high
proficiency, and therein ever strove to promote the public
welfare; and
RESOLVED FURTHER, that said Council hereby, in
behalf of said City and its people, extends condolence
and sympathy to members of said Decedent's family, in their
bereavement occasioned by his death; that said Council hereby
particularly notes and records the fact that said Decedent
attained and merited national distinction by reason of his
inauguration of the first school police system, at said City
of Saint Paul, which has since been extensively adopted and
practiced, both nationally and internationally, for the se-
curity of minor children attending public and parochial grade
schools; and that, in consideration of his aforesaid eminent
and meritorious career of public service, this Council deems
such action due and appropriate and hereby confers,:upon said
Aloysius E. Smith posthumously, the Citation for Extraordinary
Merit in Public Service;, and
