07-783Suspension Item — 08-22-07 Council File # 07-783 Green Sheet # 3043175 RESOLUTION CITY OF SAINT PAUL, MINNESOTA 1 WHEREAS, the Mayor of the City of Saint Paul has proposed increasing property tases on the residents of the 2 Capital City in the yeaz 2008 by 14.6%; and 3 WHEREAS, the residents of the City of Saint Paul have already endured a double digit property tax increase when 4 combining the last two budget cycles in 2006 and 2007; and 5 WHEREAS, the Governor and the State of Minnesota have clearly failed our State's Capital City by not providing 6 adequate Local Government Aid; and 7 WHEREAS, the impact of the above combining factors will have a drastic and substantia] impact on a11 residents of 8 Saint Paul, including but not limited to, the poor, middle class, senior citizens living on fixed incomes, businesses of 9 all sizes; and 10 WHEREAS, the citizens of Saint Paul deserve to know how City govemmenYs decisions will impact them 1 I specifically and their pocketbooks; and 12 WHEREAS, the Saint Paul City Council in its continuing efforts to ensure transparency and access to information 13 for all of its constituencies; now therefore be it 14 RESOLVED, that the Saint Paul City Council enthusiastically supports and authorizes staff to make available to the 15 residents of Saint Paul detailed estimator of ciry property tax impact of the proposed budget and levy alternaYives 16 that accurately reflects the full range of home values within the city and changing taxable values due to limited 17 market value phase outs, which will enable property owners to see in real numbers how an increase in the City's 18 property tax will affect them; and be it 19 FURTHER RESOLVED, that due to the fact that the budget process concerning these critically important 20 decisions has already begun that the City of Saint Paul make available to its residents this information on-line or by Z 1 means of graphic tables to the City Council by September 5` 2007 so that its residents may have the opportuniry to 22 view these dramatic proposed changes to their property tax statements, so they have ample time to voice their 23 concerns and opinions before the budget process concludes.
